Lebanon County Housing and Redevelopment Authorities is seeking a motivated and detail-oriented Property Manager to oversee the daily operations of assigned residential housing properties.

  • Full-Time
  • Location: Lebanon (four days a week) & Dauphin County (one day a week), PA
  • Compensation: $48,000 – $60,000 annually
  • Reports to: Patricia Stine

This position is responsible for ensuring compliance with affordable housing regulations (HUD, LIHTC), maintaining positive tenant relations, supervising property activities, and managing leasing and certification processes.

The ideal candidate is organized, communicative, and capable of independently managing complex responsibilities in a fast-paced environment.

Key Responsibilities

Leasing & Certification Oversight

  • Verify income, assets, and expenses to determine eligibility
  • Perform rent calculations
  • Conduct annual recertifications, guiding tenants through required forms and procedures

Property & Tenant Management

  • Handle tenant concerns, complaints, and lease violations
  • Conduct unit inspections (move-in, move-out, annual, housekeeping)
  • Supervise transfers between units and maintain compliance with occupancy standards
  • Foster a positive tenant community through meetings and outreach
  • Conduct property tours while at the properties as needed

Compliance & Recordkeeping

  • Ensure adherence to HUD and LIHTC regulations and internal company policies
  • Review files for compliance and accuracy, then forward to senior property manager
  • Maintain accurate, up-to-date digital and physical tenant records
  • Assist in the preparation of monthly and annual property management reports
  • Approve monthly invoices and billing

Administrative Operations & Support

  • Coordinate vendor and service contracts for insurance, materials, and equipment
  • Execute move-in/move-out processes and orientation for new residents
  • Respond to after-hours emergency calls as needed (on-call rotation)
  • Create a good rapport with emergency services
  • Attend meetings and training as required
  • Travel throughout Lebanon and Dauphin Counties for work assignments

Qualifications

  • Valid PA driver’s license and reliable transportation
  • Strong math, organization, and documentation skills
  • Proficient in Microsoft Excel and Word
  • Must be able to meet deadlines with accuracy
  • High school diploma required; associate or bachelor’s degree preferred
  • Minimum one year of experience with LIHTC or HUD housing programs preferred
  • Bilingual (Spanish) is a plus

Additional Requirements

  • LIHTC Certification required within one (1) year of employment
  • Pennsylvania Real Estate License required within 18 months of employment

Work Environment

  • Office and on-site property settings throughout Lebanon and Dauphin Counties
  • Must be able to walk, stand, sit, climb stairs, and lift up to 25 lbs
  • Occasional exposure to outdoor weather and moderate noise
