At this month’s South Annville Township Board of Supervisors meeting, the supervisors tabled the Wynfield 4-lot subdivision plans and made routine approvals.
At last month’s regular meeting, the supervisors unanimously passed motions to:
- Approve South Annville Holdings, LLC’s conditional use application
- Approve the Eastern Enterprises, Inc. lot addition plans, as well as approve the planning waiver and non-building declaration
- Approve the reduction of DHL’s $1.6 million bond for the Killinger Road work to $245,434.93
- Approve the Wynfield Phase 1B plans
- Approve Vincent Bailey’s land development stormwater plans

Gordon Sheetz of the South Annville Township Planning Commission presented the Wynfield 4-lot subdivision plans to the board.
Although the plans received a clean letter of approval from the county, Sheetz argued that the plans should include the widening of Reigerts Lane. Per the South Annville Township Code of Ordinances, Reigerts Lane does not have to be widened. However, since the Wynfield 1A lot plans—the adjacent lot—do include a widened Reigerts Lane, the planning commission recommended that the 4 lot subdivision plans also widen the road.
Brandon Williams, the director of land development at Garman Builders, counter-argued that if Reigerts Lane is widened, then the speed of traffic will increase. Williams also stated that Garman Builders has complied with all other requirements that the township imposed during the conditional use application process.
The supervisors suggested that the topic be tabled until next month’s meeting so that the township can work out an agreement with Garman Builders about Reigerts Lane.
“(Garman Builders is) not in agreement about the tabling (of the Wynfield 4-lot subdivision plans),” Williams said. “We would ask that this plan move forward with the clean letter from the county.”
Despite Williams’ objections, the board unanimously voted to table the topic until next month.
In other news, James Caldwell of Rettew Engineering reported that the Brandt Road culvert project has been delayed until the appropriate easements are obtained.
Additionally, the supervisors unanimously approved the Western Lebanon County Regional Police agreement. The agreement reflects the recent merger between the Annville Township and the Palmyra Borough Police Departments, and no significant changes were made to the previous agreement with the Annville Township Police Department.
The supervisors also reported that they re-signed the BETA and Hershey project plan, which was approved last month.
South Annville Township Assistant Manager Heather Mesko reported that Eric Tobias of Wolf Driver Training School asked the supervisors to consider relocating the stop sign on Hinkle Road at the intersection of Hinkle Road and Brandt Road. South Annville Township Chief of Police Ben Sutcliffe stated that there have been no accidents reported at the intersection over the past 33 years.
Jeanette Henning, the South Annville Township manager, suggested that the township use PennDOT’s Local Technical Assistance Program to assess the intersection. Mesko stated that the township will take the best course of action to make sure residents continue to stay safe.
During the public comment portion of the meeting, a South Annville resident proposed a traffic study to lower the speed limit for Bachman Road. The current speed limit is 35 mph.
Supervisor John Harrell stated that if the traffic study finds that the average speed limit is higher than expected, the results may hurt the cause for a lower speed limit. Sutcliffe clarified that the average speed limit found in the traffic study directly impacts the new speed limit.
The supervisors decided to place one of the township’s digital speed signs on Bachman Road and turn off the display so that the sign collects data. From there, the township will consider what the average speeds are on Bachman Road and decide if a traffic study is the best course of action.
Mesko also recognized Nora Hoover for her National Honor Society community service project.
The board also unanimously voted to:
- Approve the yearly accounting agreement with Garcia Garman & Shea PC for $6,500
- Reinvest the township certificate of deposit (CD) account at an interest rate of at least 4.79 (pending the research of better rates)
- Table the NorthPoint amended stormwater agreement
- Approve the C. M. High, Inc. yearly maintenance agreement, which increased from $775 to $820 since last year
- Approve the May secretary’s and treasurer’s reports and pay the monthly bills
South Annville Township supervisors meet at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike and are open to the public. Next month’s meeting will be held on Wednesday, July 10.
