At its regular January meeting, the South Annville Township Board of Supervisors conditionally approved the Southgate phase 1 final subdivision and land development plans and addressed two other subdivisions in the township.

South Annville Holdings’ Southgate development, located between Bachman Run and Spruce Avenue, has been addressed by the board numerous times since its most recent conditional-use hearing in May.

In December, Chuck Hess of Landmark Homes approached the board for conditional approval of the Southgate phase 1 final subdivision and land development plans. The board decided to table the topic after hearing that the township solicitor’s concerns had not yet been addressed.

This month, Hess noted that solicitor Josele Cleary’s comments have still not been addressed. However, Hess urged supervisors to consider granting conditional approval for the plans so construction is not held up in the coming months. Given that the plans are in the final stages of addressing comments, delaying the approval of the final plans would pose issues with funding for construction.

Hearing Hess’s concerns, supervisors unanimously moved to grant conditional approval, subject to any and all comments from township personnel — including Cleary, engineers, or other personnel — being fully addressed.

The board also unanimously approved a non-building waiver for the Henise Fisher subdivision plans. The waiver allows for closure on sewer plans but does not address the full plans for the property.

Additionally, supervisors unanimously approved a resolution for the sewer planning module for the Noble Anderson subdivision.

Chad Smith of Steckbeck Engineering and Surveying Inc. noted that the resolution allows the planning module to be processed and approved by the county and township planning commission. Both the Henise Fisher and Noble Anderson subdivision plans will likely come before the board at upcoming meetings following review from the South Annville Planning Commission.

In other business:

  • Allison Garner of Rettew Associates reported that the Brandt Road culvert replacement project contracts have been finalized. Construction is set to begin June 9.
  • Bidding thresholds for municipal authorities have increased to $12,900 and $23,800. See the full list of stipulations for bids here.
  • Dec. 11, Dec. 30, and Jan. 6 meeting minutes were unanimously approved.
  • Motions to approve the December treasurer’s report and payment of township bills were unanimously passed.

The Board of Supervisors of South Annville Township meets at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike and are open to the public. Next month’s meeting will be held on Wednesday, Feb. 12.
