At its March meeting, the South Annville Township Board of Supervisors unanimously moved to approve a new solution for connecting Carmany Place and Candler’s Pointe.

The initial solution to install a midblock crossing within Candler’s Pointe to connect the development to the apartment complex has since been discarded due to the grading and stormwater system on Candler’s Pointe. The new solution is to ensure the existing sidewalk and trail along Mount Pleasant Road are properly installed and aligned.

There is an existing sidewalk on the north side of Flora Boulevard but not the south side, which would cause some people using the inner trail connection between Carmany Place and Candler’s Pointe to cross the road to access the sidewalk.

To prevent this reason for road crossings, Candler’s Pointe has been asked — through Brandon Williams of Garman Builders — to install a sidewalk on the south side of Flora Boulevard. According to the engineer’s report, Carmany Place and Candler’s Pointe are both in agreement with the new solution and will not be required to re-submit plans.

Additionally, Carmany Place and Candler’s Pointe will be working to widen Reigerts Lane. Sometime this spring, there will also be realignment work completed at the intersection of Reigerts Lane and Mount Pleasant Road, which will involve a detour and a South Annville Township inspector on-site to ensure the construction work is up to township standards.

The engineer’s report also mentioned the start of gathering everything needed for MS4 inspections with the goal of completing them earlier in the year to avoid the summer heat, as none of the inspections can be completed within shaded areas.

Also mentioned in the engineer’s report was the start of working with groups within Rettew Associates on various township projects, including the Horseshoe Trail sewer project and the Louser Road drainage project.

During public comment, Ed Fogelsanger, who serves as the representative for South Annville Township on the Greater Lebanon Refuse Authority Board of Directors, reminded supervisors that the 2025 Lebanon County Tire Collection is coming up next month.

The Lebanon County Conservation District’s event, which will be held from 8 a.m. to 4 p.m. on Wednesday, April 30, at the Lebanon Valley Expo Center, is a chance for Lebanon County residents to dispose of up to 10 automobile/pickup tires or one oversized tire for free while funds last in their municipality or for a fee after funds are used up.

Pre-registration for the first-come, first-served event is open now through Monday, April 14. South Annville Township will post the pre-registration form on its website soon. In the meantime, interested residents can learn more on the Lebanon County Conservation District’s website and pre-register by scrolling to the bottom of the linked page.

In other news, supervisors unanimously moved to:

  • Approve the secretary’s report, which includes the minutes of the supervisors’ February 2025 meeting, with two minor corrections.
  • Approve the treasurer’s report and approve the payment of township bills.
  • Approve PA 811’s request for a proclamation and letter of support of April being Safe Digging Month.
  • Approve the upgrade of the township’s phone system with Choice Communications. When township manager Jeanette Henning and assistant township manager Heather Mesko called Choice Communications to discuss reprogramming some of the township’s phone numbers, Choice Communications informed them that their phone system is out-of-date and that parts are no longer being made to fix their phone system if needed. Because of this, Choice Communications suggested upgrading the system and provided them with an estimate of $1,633 for the upgrade, which includes installation.
  • Approve Bradley and Amy Hoover’s dwelling agreement and letter of support to build a new house on their property and to demolish their existing house within 60 days following the construction’s completion. Dale Hoover recused himself from voting because Bradley Hoover is his nephew.

  • Approve the police report, which included 213 South Annville Township and 22 regional calls as well as 296 South Annville Township and 43 regional hours. Under the new scheduling system, South Annville Township Chief of Police Ben Sutcliffe noted that South Annville Township handled 14 calls for almost 11 hours that regional would have handled otherwise.

Each supervisor also received an invitation to the Mount Gretna Volunteer Fire Company’s Recognition Banquet on Saturday, March 22, starting at 6 p.m. The invitation thanked South Annville Township for its continued support of the volunteer fire company.

South Annville Township supervisors meet at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike, which features an ADA-accessible ramp and an on-site parking lot with ADA-accessible spaces, and are open to the public. Next month’s meeting will be held on Wednesday, April 9.
