Disorderly Conduct – A 27 year old Lebanon man has been cited for Disorderly Conduct (loud music) on April 8, 2021 at 11:07 p.m. on the 400 block of Cumberland St.
Public Drunkenness, Purchase, Consumption, Possession, Or Transportation Of Liquor – A 20 year old Lebanon male has been cited for Public Drunkenness and Purchase, Consumption, Possession, or Transportation of Liquor or Malt or Brewed Beverages on April 4, 2021 at 2:30 a.m. at 9th St. and Walton St.
Public Drunkenness – A 53 year old man with no permanent address has been cited for Public Drunkenness on April 10, 2021 at 8:40 p.m. on the 1,100 block of Cumberland St.
Arrest Prior To Requisition – Luis Vizcarrondo-Cirino, a 24 year old Lebanon resident, has been charged with Arrest Prior to Requisition (fugitive from justice) on April 2, 2021 at 5:00 p.m. on the 400 block of South 8th St. Vizcarrondo-Cirino was involved in a domestic dispute, at which time, police discovered he was wanted by authorities in Arkansas for drug charges. He was apprehended and arraigned at LCCB by MDJ Anthony Verna. He was incarcerated at LCCF in lieu of $50,000 bail, awaiting extradition.
PFA Order Violation – Kyusayka Veloz, a 41 year old Lebanon resident, has been charged with a Protection From Abuse Order Violation on April 8, 2021 at 1:40 a.m. on the 300 block of Lehman St. Veloz is accused of having physical contact with the 46 year old Victim. He was not injured as a result of the contact. Veloz was apprehended and transported to LCCB, where she was arraigned by MDJ Carl Garver. She was incarcerated at LCCF in lieu of $5,000 bail.
Retail Theft – A charge of Retail Theft has been filed against Julian Lugo-Perez, an 18 year old with no permanent address, after an incident on March 24, 2021 at 5:45 p.m. on the 700 block of Cumberland St. Lugo is accused of taking merchandise from the store in the amount of $639.99, without paying for said item.
Trespass – William Bowman, a 58 year old with no permanent address, has been arrested for Trespass on April 11, 2021 at 8:38 a.m. on the 00 block of South 8th St. He was arraigned by MDJ Carl Garver at LCCB and released on $5,000 unsecured bail.
Drug Possession – Kenneth Conner, a 61 year old Lebanon resident, has been charged with Possession of a Designer Drug, Possession of Drug Paraphernalia, and Possession of a Controlled Substance after police assisted Lebanon County Probation Officers on April 8, 2021 at 11:43 a.m. on the 500 block of Cumberland St. Conner was transported to LCCB and arraigned before MDJ Carl Garver. He was given $5,000 unsecured bail on the drug charges and incarcerated on a Probation Violation.
DUI, Registration And Certificate Of Title Required, Careless Driving, Unlawful Activities – Charges of Driving Under the Influence of Alcohol, Registration and Certificate of Title Required, Careless Driving, Unlawful Activities, and Driving While Operating Privilege is Suspended or Revoked have been filed against Jose Arrieta, a 41 year old Lebanon resident, after a traffic stop on Jan. 22, 2021 at 3:16 a.m. on the 1,000 block of Church St. Police allege Arrieta refused to submit to the blood alcohol test.
Retail Theft – A charge of Retail Theft has been filed against Astrid Santiago Lopez, a 58 year old Lebanon resident, after investigation into incidents of Retail Theft occurring on dates in Jan., Feb., and March of 2021 on the 800 block of South 12th St. The investigation alleges Santiago Lopez failed to scan all of the items acquired in the store when using the self-checkout lanes. Total loss to the merchant is $1,199.52.
Accidents Involving Death Or Personal Injury, False Identification To Law Enforcement – Charges of Accidents Involving Death or Personal Injury, False Identification to Law Enforcement, Duty to Give Information and Render Aid, Duties at Stop Signs, and Driving While Operating Privilege is Suspended or Revoked have been filed against Alex Yeakley, a 31 year old Lebanon resident, after investigation into a traffic accident that caused minor injury to the Victim in the accident. This accident occurred on April 9, 2021 at 3:29 a.m. at South Lincoln Ave. and Chestnut St. Police allege Yeakley fled the scene following the accident but, through the investigation, was identified as the driver.
Driving While Operating Privilege Is Suspended Or Revoked – Charges of Driving While Operating Privilege is Suspended or Revoked, Required Financial Responsibility, Vehicle Turning Left, and Registration and Certificate of Title Required have been filed against Louis Via, a 54 year old Jonestown resident, after investigation of a traffic accident on March 3, 2021 at 2:16 p.m. at North 7th St. and Maple St. No one was injured as a result of the accident.
Possession With Intent To Deliver A Controlled Substance, Drug Possession – Amber Beard, a 26 year old Lebanon resident, and Doug Emsweiler, Jr., a 30 year old Lebanon resident, have been charged with Possession With Intent to Deliver a Controlled Substance, Possession of a Controlled Substance, Possession of Drug Paraphernalia, and Criminal Conspiracy to the above charges after police assisted Pennsylvania State Parole Officers on April 13, 2021 at 9:42 a.m. on the 500 block of Chapel St. Beard and Emsweiler were transported to LCCB and arraigned before MDJ John Ditzler. They were incarcerated at LCCF in lieu of $75,000 bail each.
Heidelberg Township
Vehicle Accident – On April 15, 2021 at 12:47 p.m., this crash occurred as Unit 2, a 2006 Ford F150XLT, driven by Operator 2, Todd Propst, a 57 year old Jonestown man, was traveling north on SR 501. As Unit 2 was traveling north, Unit 1, a 2016 Chrysler Town & Country (minivan), driven by Operator 1, a 66 year old Newmanstown woman, attempted to travel west through the above intersection, to continue traveling west on Reistville Rd. As Unit 1 traveled west through the intersection, Unit 1’s frontal portion hit Unit 2’s passenger’s side portion. Unit 1 sustained impact damage as a result. The damage included a damaged front bumper, which was partially removed. Unit 2 also sustained impact damage as a result. The damage included a damaged passenger’s side front and rear door, which was scratched. Unit 2 also sustained impact damage to its passenger’s side rear wheel. Unit 2’s rear passenger’s side wheel was bent and appeared to have sustained axle damage to that area. Neither Operator 1 nor Operator 2 sustained any injuries. Unit 1 was towed by Joe May’s Towing. Operator 1 was cited for Stop Signs and Yield Signs.
Union Township
Vehicle Accident – On April 14, 2021 at 10:59 a.m., this crash occurred on I 81 South in the area of mile marker 88 in Union Twp. Unit 1, a 2005 Freightliner Cascadia, driven by Operator 1, was related to be traveling south on I 81 South when Unit 2, a 2017 Ford Transit, driven by Operator 2, attempted to pass Unit 1 as the left merge lane was ending. Operator 2 was related to be traveling on I 81 South after the merge lane had ended. Operator 2 related, while traveling directly beside Unit 1 in the left travel lane, Unit 1 attempted a lane change into the travel path of Unit 2. The trailing portion of Unit 1 was observed to have sustained mild damage at the 9 o’clock position as a result of this crash. Unit 1 sustained no damage as a result of this crash. Unit 2 was observed to have sustained mild damage to its passenger’s side mirror at the 3 o’clock position. Both Unit 1 and Unit 2 were able to be driven from the scene in their normal customary manner. No injuries were reported as a result of this crash. Operator 1 was cited for Turning Movements and Required Signals.
