Residents complain to Cornwall officials about early hours at local concrete plant

At Monday’s meeting, Cornwall Borough Council heard concerns from residents that the concrete plant owned by Cornwall Properties LLC may be violating its conditional-use requirements.

Cornwall Properties LLC is a subsidiary of Byler Holdings.

According to manager Cody Rhoads, the borough has received three complaints to date on the cement plant’s operation hours.

The plant is only supposed to be in operation from 6 a.m. to 10 p.m., said solicitor Josele Cleary, who read from the original agreement. However, multiple neighbors have reported that it is in operation earlier in the mornings.

One neighbor said that the agreement also required the owners to use a water truck to reduce dust.

Byler Holdings, the owner of the cement plant, confirmed that a water truck is not currently in use.

As LebTown reported in a separate article, borough council informally indicated to Byler Holdings at the meeting that it is open to considering a zoning text amendment which would impact where on the site the company could place a warehouse it had previously proposed.

While the complaints will be further investigated, at least one complainant will need to speak about the potential violations on the record.

In other news, the council:

• Unanimously approved minimum municipal obligations for 2024. The police MMO is $105,000 and the non-uniform MMO is $94,000.
• Heard an update on the Tice Lane Bridge replacement, that an aluminum structural plate bridge is under consideration due to lower costs.
• Unanimously agreed to authorize a letter of intent for a fire company regionalization study by the Pennsylvania Department of Community and Economic Development.
