At its July meeting, the South Annville Township Board of Supervisors agreed to assist the Doc Fritchey chapter of Trout Unlimited with a permit application for a stream restoration project.

Russ Collins, vice president of the Doc Fritchey chapter, approached supervisors to request assistance with the application process for a restoration project along Bachman Run.

Due to the nature of the restoration work needed, Collins estimated that the appropriate permit would cost about $15,000. Collins proposed that South Annville Township could serve as the permit applicant, which would result in a waived fee.

Supervisors unanimously moved to authorize township solicitor Josele Cleary to draft an agreement to assist the Doc Fritchey chapter with the project.

In other news, the supervisors unanimously moved to authorize Cleary to draft an ordinance to lower the speed limit on Bachman Road to 25 mph.

After hearing resident concerns about the speed limit at the June meeting, township police Chief Ben Sutcliffe conducted a traffic study. Sutcliffe reported that the average speed limit of the 2,238 vehicles that traveled on Bachman Road throughout the 21-day study was 23.35 mph, which is within the threshold of speeds that warrant a changed speed limit.

Supervisors also unanimously moved to:

  • Authorize the tentative closing of Mount Pleasant Road for Carmany Place’s pipe replacement from 7 a.m. to 5 p.m. on Monday, July 15. Vice chairman John Harrell noted that the ground-breaking event for Carmany Place is on July 15, so chairman Dale Hoover suggested that the motion applies to any date changes to the road closure due to the event.
  • Authorize Rettew Associates to go out to bid for the Brandt Road culvert project once the last property owner issues their approval.
  • Adopt the 2023 Lebanon County Hazard Mitigation Plan.
  • Accept the police coverage agreement for Annville-Cleona High School.
  • Approve the June secretary’s — pending a correction made to the motion and second actions for the Western Lebanon Regional Police Department item — and treasurer’s reports and pay the township bills.

The board also discussed the following topics:

  • Allison Garner of Rettew Associates reported that the township BMP inspections were completed and that the MS-4 annual report is in progress.
  • The township will meet with a representative from PennDOT’s Local Technology Assistance Program (LTAP) to evaluate the intersection at Hinkle and Brandt roads.
  • The supervisors thanked Ed Fogelsanger for his help in replacing one of the township building’s external lights.

South Annville Township supervisors meet at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike and are open to the public. Next month’s meeting will be held on Wednesday, Aug. 14.
