At its regular August meeting, the Annville Township Board of Commissioners approved plans for a proposed storage unit project and made other routine approvals.

Alex Kauffman, engineering associate for Steckbeck Engineering and Surveying Inc., presented the plans for 475 N. Weaber St., which is owned by Livingwater Properties LLC, care of Stephan Van Der Ploog.

The property was previously developed to contain the offices of Annville-based Candoris, which was acquired by CDI in 2021. Van Der Ploog had founded Candoris alongside his brother, Lucas Van Der Ploog, in 2011, and the firm moved into a $2.1 million, 12,500-square-foot headquarters at the Weaber Street property, purchased for $1.25 million, in 2018. Van Der Ploog is also the owner of the Lebanon Country Club.

Current site plans include about 375 to 425 self-storage units, with the final number of units being dependent on the final configuration.


The plans have already been approved by the Lebanon County Conservation District and the Lebanon County Planning Commission. Additionally, Commissioner Anthony Perrotto reported that the Annville Township Planning Commission recommended approval.

Given the aforementioned support for the plans, Perrotto proposed a motion to authorize approval, pending receipt of a letter of credit, which unanimously passed.

A portion of the property sits in North Annville Township, where the planning commission and then the supervisors both approved the plans at their July meetings, according to meeting minutes.

Commissioners also unanimously approved Resolution 20240806-2, which provided a revised fee schedule for trash services in Annville Township for the 2024-2025 contract.

The fee will increase from $87 to $90. Commissioners noted that the increase is dictated by the contractor.

During the reports of standing committees portion of the meeting, Commissioner Nevin Hoover reported that the Annville Town Hall renovation will begin in mid-August, with the first phase of construction to include a new meeting room.

In other news, commissioners moved to:

  • Adopt the 2023 Lebanon County Hazard Mitigation Plan.
  • Approve the release of the letter of credit of $66,849 for Ed Jocham.
  • Approve a 60-day time extension for plans for 152 S. Beaver St.
  • Approve the use of a parking space for 21 E. Main St. in a nearby parking lot.
  • Approve the Historic Architectural Review Board Certificate of Appropriateness for 413 E. Main St. renovations.
  • Approve the HARB Certificate of Appropriateness for a new sign at 401 W. Main St., pending the verification of the dimensions of the new sign.
  • Approve the July regular meeting minutes, reports of standing and special committees, and pay the township bills.

The Board of Commissioners of Annville Township meets at 7 p.m. on the first Tuesday of each month. Meetings are held in the township building at 36 N. Lancaster St. and are open to the public. Next month’s meeting will be held on Tuesday, Sept. 3.
