At its September meeting, the South Annville Township Board of Supervisors approved the phase 1 land development plans for Garman Builders’ Candler’s Pointe project.

The supervisors unanimously passed three motions to approve the plans:

  • Authorization for the appropriate township officers to execute the following documents: the land development agreement, stormwater management agreement and declaration of easements, assessment of grant of public access and trail easements, and the roadway improvement agreement.
  • Approval of the preliminary final phase 1 land development plans is subject to all conditions being met.
  • Authorization of the appropriate township officers to execute the release and recording of the preliminary final phase 1 land development plans for Candler’s Pointe.

All motions are subject to compliance with South Annville Township solicitor Josele Cleary’s final review and comments.

Township manager Jeanette Henning presented two agenda items to the supervisors.

First, Henning asked for clarification regarding the township’s role in the Pennsylvania American Water fire hydrant agreement for Flora Blvd. in the Candler’s Pointe development. The agreement determines which entity pays to maintain each fire hydrant.

The supervisors decided to continue with their previous decision, in which the township is responsible for the dedication of Flora Blvd. and will, therefore, pay the fee of $22.86 per fire hydrant.

Henning also asked the supervisors to consider two adjustments to the township’s Fulton Bank account.

The supervisors unanimously authorized Henning to proceed with online banking at Fulton Bank. Additionally, the supervisors unanimously authorized the transition to an updated governmental checking account, which will increase the interest rate from 1% to 2.5%.

In other news, the supervisors discussed the following topics:

  • A motion to authorize the advertisement of two bids for the road maintenance contract was unanimously passed.
  • The Southgate preliminary subdivision and land development plan, North Point amended stormwater agreement, and Wynfield phase 1 release of letter of credit agenda items were tabled.
  • The Annville Cleona Fire Department is in need of more members. Additional information will be posted on the South Annville Township website.
  • South Annville Police Chief Ben Sutcliffe reported that the South Annville Police Department and the Western Lebanon County Regional Police Department handled 166 and 38 incidents, respectively, in August.
  • South Annville will contribute $26,500 to the 2025 Local Government Farmland Preservation Matching Funds Campaign.
  • A motion to approve the August secretary’s and treasurer’s reports and pay the township bills was unanimously passed.

The Board of Supervisors of South Annville Township meets at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike and are open to the public. Next month’s meeting will be held on Wednesday, Sept. 11.
