The South Londonderry Township Board of Supervisors held its reorganizational meeting for 2025 and its January regular meeting on Monday, Jan. 6.

The board unanimously approved all appointments listed on the reorganizational meeting agenda, with other township appointments including:

  • Reappointment of Faith Bucks as chairwoman.
  • Reappointment of Jack Custer as vice chairman.
  • Associated Building Inspections (ABI) and Commonwealth Code Inspection Service Inc. for building inspector.
  • Faith Bucks for Palmyra Area Recreation Commission.
  • Kermit Bell for a one-year term on the Vacancy Board.
  • Supervisor William Bova for Fire Board.
  • Carl Weidler and Travis Haak for one-year members-at-large terms on the Fire Board.
  • Ron Fouche and Lisa Daubert for one-year terms for the Earned Income Tax Bureau.
  • Kendra Hoffman for a one-year term on the Palmyra Library Board.
  • Mark Panassow for a five-year term on the Municipal Authority.
  • Alex Kinzey for a four-year term on the planning commission.
  • John Horstick for a three-year term on the zoning hearing board.
  • Steve Alger for a three-year non-resident term on the Historical Commission.

Also during the reorganizational meeting, supervisors unanimously approved the following agenda items:

  • Fulton Bank and PLIGIT for deposit of township funds.
  • Uniformed and non-uniformed employee wage rates.
  • Reaffirmation of employee benefits per the Collective Bargaining Agreement and employee handbook.
  • Establishment of treasurer’s bond at $1 million.

During the January regular meeting, supervisors addressed a resident’s concerns about installing a fence within township easements and passed several routine resolutions.

Andrew Berger, property owner at 27 Manor Circle, approached the board to request permission to install a fence due to safety concerns with a swale that runs through the property.

The original request for the fence was denied due to the township’s easement as a part of stormwater drainage efforts.

A representative from Steckbeck Engineering and Surveying Inc. also presented data supporting Berger’s request and noted that neighboring townships have approved similar requests. Berger also said he is willing to raise the bottom rung of the fence and keep openings free from lawn clippings to prevent disruptions to water flow.

Assistant zoning officer Richie Deibert supported the board granting permission but noted that similar requests from other residents will need to be evaluated on a case-by-case basis and will take the needs of the township stormwater drainage into consideration first.

Supervisors unanimously passed a motion to grant permission through a declaration of covenants that is subject to all comments by the township solicitor and engineer being addressed.

The board also unanimously passed authorization to purchase a new highway vehicle through the Pennsylvania Department of Community and Economic Development’s COSTARS Cooperative Purchasing Program. The cost for the vehicle and bed upfit is $120,335.

Additionally, the board unanimously passed several resolutions related to the new year:

  • Resolution 01-2025, Bimonthly Payment of Invoices
  • Resolution 02-2025, Township Engineer’s Fee
  • Resolution 03-2025, Emergency Services Recognition
  • Resolution 04-2025, Business Mileage Rate of 70 cents per mile
  • Resolution 05-2025, Police Pension Contribution of 3%
  • Resolution 06-2025, Fire Hydrant Assessment for $18, which is consistent with the 2024 rate
  • Resolution 07-2025, Township Manager’s Salary of $85,780
  • Resolution 08-2025, Appointment of Certified Public Accounting Firm

In other news, the board discussed the following topics:

  • A Traffic Calming Policy was unanimously approved to provide guidelines for traffic concerns.
  • The January workshop meeting will be held on Wednesday, Jan. 22, at 7 p.m. at the Campbelltown Fire Company at 2818 Horseshoe Pike. The agenda includes a discussion about the proposed Campbelltown Village Square project.
  • South Londonderry Township Chief of Police William Reigle reported that the 2024 Operation Fill a Cruiser event provided support to more than 140 children in need in Lebanon County.
  • The December meeting minutes and bill and payroll lists 25-24 and 26-24 were unanimously approved.

The South Londonderry Township Board of Supervisors meets at 7 p.m. on the second Tuesday of each month. Meetings are held in the municipal building at 27 W. Market St. and are open to the public. Next month’s board and reorganizational meeting will be held on Tuesday, Feb. 11.
