The Millcreek Township Board of Supervisors unanimously agreed on Feb. 12 to schedule a public hearing March 12 for an ordinance adopting the International Property Maintenance Code.

The township has been taking steps toward adopting the international code for several months, including consulting with Commonwealth Code Services to appoint a code enforcement official.

A Commonwealth Code Services representative will be present at the hearing to answer questions.

Millcreek has had repeated issues with enforcing its existing property maintenance code. As it does not employ a code enforcement officer, complaints are typically handled by Lebanon County Planning and Zoning — and residents have said the process is slow and ineffective.

Issues faced by the township include residences that leave grass uncut entire seasons, dilapidated buildings, and usage of yards to store junk and broken vehicles.

The international code, adopted by many municipalities, offers both standardized rules and a mechanism to enforce them.

While the code does include some internal requirements, solicitor Andrew Morrow said the enforcement official would primarily be looking at external violations.

The board also unanimously approved two ordinances – one restricting engine retarders on part of West Main Street, and one reducing the minimum board members of the Newmanstown Water Authority to form a quorum to seven.

Supervisor Eric Weidman noted that township manager Lorie Kupp was retiring after more than 30 years working for the township.

“We’d like to thank her for all her years of service,” said Weidman.

Supervisor Scott Moyer thanked the township’s road crews for their work plowing and salting the roads in recent winter weather events, noting that a school bus driver had asked him to pass on a message of thanks.

In other news, the board:

  • Granted Dale Good a final extension until April 11 to correct zoning violations.
  • Unanimously agreed to a $4,359.18 C.M. High preventative maintenance repair estimate.
  • Unanimously approved a letter of understanding with Garcia & Garman.
  • Unanimously approved the attendance of the PSATS State Convention by soon-to-be township manager Lauren Ritchie.
  • Unanimously agreed to purchase up to 500 tons of salt for the 2025-26 salt contract.
  • Unanimously approved the purchase of a $2,999 tool box for the road crew.

Millcreek Township supervisors meet the second Wednesday of each month at 7 p.m. These meetings are open to the public and do not require prior registration.
