The South Annville Township Board of Supervisors authorized the township solicitor to draft an ordinance concerning parking during snow conditions and approved the contract for public fire hydrants in the Southgate Development at its April meeting.
In February, the board was asked by Garman Builders to consider taking dedication of Flora Boulevard, located in the Candler’s Pointe development between Mount Pleasant Road and Reigerts Lane. Although the board had concerns about plowing snow on the narrow road, supervisors moved to take dedication of Flora Boulevard conditional to indemnification of the township and the inclusion of restrictions on street parking during snow conditions.
Following this discussion, South Annville Township Chief of Police Ben Sutcliffe researched costs for signage prohibiting street parking during snow events. Sutcliffe presented a mock-up sign at this month’s meeting.
The board unanimously moved to authorize township solicitor Josele Cleary to draft an ordinance defining the street parking requirements following snow events. Next month, the board plans to consider passing a motion to advertise the parking ordinance and further consider options for signage.
This ordinance would allow the township to avoid issues with plowing as new projects with narrow cartways continue to be developed in South Annville.
Additionally, supervisors unanimously moved to approve the PA American Water Co. contract for public fire hydrants in the Southgate development.
The township previously took dedication of roads in Southgate. Because of this, Landmark Homes asked the board to be the applicant for the public fire hydrants.
The contract includes three fire hydrants for the development. The township currently has responsibility over 23 hydrants and pays $22.86 per hydrant.
The board also heard concerns from Norine Hawes regarding the noise from jake and engine brakes used by tractor-trailers on State Route 934. Sutcliffe noted that previous requests to PennDOT to add brake retarder signs have been denied due to the incline of the hills on Route 934.
Chairman Dale Hoover noted that the township will continue exploring options to reduce noise on the roadway.
In other news, Allison Garner of Rettew Associates reported that the Candler’s Pointe phase 3 plans were received and will be reviewed soon. Additionally, Rettew will survey the areas surrounding Louser, Bachman, and Royal roads in preparation for upcoming projects.
The board also unanimously:
- Appointed Christina Moyer to the South Annville Township Planning Commission.
- Approved the March secretary’s and treasurer’s reports.
- Approved the payment of township bills.
The Board of Supervisors of South Annville Township meets at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike and are open to the public. Next month’s meeting will be held on Wednesday, May 14.
