Lebanon City Council got a rundown Monday evening of the recently completed Downtown Streetscape project and a number of recreational projects underway throughout the city.
Community and Economic Development administrator Janelle Groh took council on a virtual tour of multiple projects, including Liberty Trail Park, the city’s first dog park, pickleball and tennis courts at Optimist and Coleman parks, a splash pad, and Veterans’ Memorial Walkway.
Mayor Sherry Capello told council “there’s a lot of projects happening, or that have recently happened, and these are all great quality of life improvements for the City of Lebanon.”

In the only agenda item requiring official action, council cleared the way for city administrators to apply for a $250,000 grant to update the playground at Northeast Park on East Canal Street.
If successful, the city would have to make a matching contribution equal to 15% of the grant amount, which would be $37,500 if the full amount is awarded. The mayor said the city already has those funds on hand.
Capello told council that the city will ask the Pennsylvania Commonwealth Financing Authority for the funds under its Greenways, Trails, and Recreation Program.
The mayor said the city has replaced playground equipment during her time in office at Coleman Memorial Park, Southwest (Optimist) Park, and play areas at 3rd and Crowell streets, 6th and Crowell streets, East End playground, and one of two play areas at Beautex Park.
In addition to Northeast, the mayor told council that upgrades are being planned for Southeast and Southwest playgrounds and a second play area at Beautex.

As usual, council also heard the mayor’s monthly budget report. Through March 31, with the fiscal year 25% complete, revenues and expenditures were at 24% and 21%, respectively, of 2025 budget projections.
May council meetings
Council’s next pre-council planning meeting will be on Thursday, May 22, at 4:45 p.m. Due to Memorial Day observance on Monday, May 26, council’s next regular monthly meeting will be on Tuesday, May 27, at 6:30 p.m.
