At its May meeting, the South Annville Township Board of Supervisors heard updates regarding planned, in-progress, and completed construction projects across the township.
Allison Garner of Rettew Associates said that with the end of the school year and the start of the Brandt Road culvert replacement project approaching, a preconstruction meeting has been scheduled for Friday, May 16, starting at 10 a.m. with J. Phillips Excavating & Hauling at the site.
Garner emailed property owners to inform them of the meeting, provide them with a preview of what will be discussed, including requirements and timelines, and invite them to attend the meeting.
Supervisors chairman Dale Hoover plans to attend the meeting, and Garner plans to email township manager Jeanette Henning a summary of what is discussed.
The Brandt Road culvert replacement project will possibly start on Monday, June 16. Garner will share the date with property owners when it is finalized. Before the start of construction work, Garner will work with the contractor on their plan to close the road and detour traffic, which will be provided to emergency services and the police station.
Garner also said that Candler’s Pointe has resubmitted phase three of their development for a second review.
As for in-progress construction work, supervisors unanimously voted to make South Annville Holdings responsible for replacing an 18-inch pipe on Bachman Run in the Southgate development and addressing residents at the construction site.
If South Annville Holdings refuses to pay for the pipe, supervisors intend to make the township pay for the pipe rather than take legal action.
Earlier this month, Chad Smith of Steckbeck Engineering and Surveying Inc. called Garner regarding the need to remove and reinstall the pipe as part of inlet work on Bachman Run in the Southgate development.
From their conversation, the questions of “If the pipe is not in good condition, should they replace it? And if so, who should pay for it?” arose.
Although neither Smith nor Garner knew the condition of the pipe, which would need to be extended as part of the inlet work, Edward Kreider told supervisors at the meeting that he checked the condition of the pipe and it was in very good shape. However, Kreider added that once South Annville Holdings digs up the pipe, it will be in poor shape and need to be replaced.
In addition to the supervisors’ agreement about who is ultimately responsible for paying for the pipe and addressing residents, they unanimously moved to issue South Annville Holdings a road occupancy permit to enable them to cut into Bachman Run.
Garner told supervisors that the road widening work along Reigerts Lane, adjacent to Candler’s Pointe, Wynfield, and the three-lot subdivision near Wynfield, has been completed. Along the three-lot subdivision, Garner said they “cheaped out a little bit” to include the utilities and still have an 18- to 24-inch grass strip between the pavement and the trail.
During public comment, Ed Fogelsanger, who serves as the township representative to the Greater Lebanon Refuse Authority, shared that the 9th annual paper shredding event will be held on Friday, June 13, from 8 a.m. to noon, at GLRA’s Electronics Recycling Center, 1805 Russell Road, Lebanon.
Lebanon County residents can bring up to five file boxes or brown paper grocery bags of paper documents per vehicle to be shredded free of charge, thanks to GLRA’s sponsorship.
In other news, supervisors unanimously moved to:
- Approve the secretary’s report, which includes minutes of the supervisors’ April meeting, as well as the treasurer’s report.
- Approve advertisement of the drafted Snow Sign Ordinance #051425, which prohibits parking during snow events and includes snow emergency routes among other information, for a public hearing next month.
- Approve the reinvestment of two $1 million CDs, which will mature on Thursday, May 22, at Jonestown Bank & Trust and authorize Henning to sign the paperwork on their behalf. Henning also reached out to Fulton Bank and Lebanon Federal Credit Union, with Jonestown Bank & Trust coming out on top at 3.98% for the 12-month CD option. This is not the first time that South Annville Township chose to reinvest funds at Jonestown Bank & Trust.
- Approve township staff to be paid biweekly rather than monthly.
- Approve issuing the Stern family a three-month extension on their accessory dwelling permit, which originally gave them three months to remove a modular home from their property following their in-laws moving out of it. The original deadline was next week, and the modular home is still on the market.
- Approve the police report, which includes 271 township and 21 regional calls.
- Approve the payment of bills.
Supervisors mentioned the audit of South Annville Township for calendar year 2024 has been completed.
Henning and assistant township manager Heather Mesko thanked supervisors for enabling them to attend PSATS.
They reminded supervisors to expect to see an increase in the health insurance invoice starting in June, as Henning is coming on board due to her husband’s retirement. They also reminded supervisors that administrative assistant Brittany Henning will return from maternity leave part-time starting on Monday, June 2.
South Annville Township supervisors meet at 7 p.m. on the second Wednesday of each month. Meetings are held in the township building at 1042 Horseshoe Pike, which features an ADA-accessible ramp and an on-site parking lot with ADA-accessible spaces, and are open to the public. Next month’s meeting will be held on Wednesday, June 11.
