Public drunkenness – Police charged a 44-year-old woman with public drunkenness for an incident at 10:28 p.m. Oct. 3 on the 100 block of South 7th Street.

Public drunkenness – Police charged a 50-year-old man with public drunkenness for an incident at 5:08 p.m. Oct. 4 on the 400 block of East Arnold Street.

Public drunkenness – Police charged a 34-year-old man with public drunkenness for an incident at 2:56 a.m. Oct. 5 on the 800 block of Willow Street.

Disorderly conduct – Police charged a 14-year-old juvenile with disorderly conduct for an incident on Oct. 5 in the area of 13th and Elm streets.

Retail theft – Police charged a 33-year-old man with retail theft for an incident at 7:18 p.m. Oct. 16 on the 300 block of Cumberland Street.

Public drunkenness – Police charged a 72-year-old man with public drunkenness for an incident at 10:17 p.m. Oct. 20 in the area of Spruce and Mifflin streets.

Harassment – Police charged a 44-year-old man with harassment for an incident at 8:31 p.m. Oct. 21 on the 200 block of South Gannon Street.

Theft – Police charged a 54-year-old man with theft for an incident at 11:14 a.m. Oct. 21 on the 600 block of North 5th Street.

Disorderly conduct – Police charged a 29-year-old man with disorderly conduct for an incident at 6:47 p.m. Oct. 24 on the 600 block of South 6th Street.

Public drunkenness – Police charged a 64-year-old man with public drunkenness for an incident at 3:28 p.m. Oct. 25 on the 700 block of Cumberland Street.

Public drunkenness – Police charged a 50-year-old man with public drunkenness for an incident at 12:13 a.m. Oct. 26 in the area of 2nd and Union streets.

Evading arrest on foot – Police charged a 17-year-old juvenile with evading arrest on foot for an incident on Oct. 27 in the area of Hornet and Clover streets.

Simple assault, recklessly endangering another person, terroristic threats – Around 10:30 p.m. Nov. 2, police responded to the 700 block of Mifflin Street for a report of shots fired. Police determined that the incident stemmed from an argument between two parties who were previously known to each other. The altercation escalated into a physical confrontation, which resulted in Alejandro Almodovar-Flores, 22, discharging a weapon. Police took Almodovar-Flores into custody and arraigned him on applicable charges related to the incident. Lebanon City Police encourage anyone with information about this incident to come forward.

Simple assault, terroristic threats – On Nov. 4, police responded to the 500 block of Bollman Street for a domestic disturbance and took Rene Rivera, 57, into custody for simple assault (domestic violence-related) and terroristic threats.

Terroristic threats – Around 3 p.m. Nov. 5, police took Veronica Madeira, 40, into custody on the 500 block of Bollman Street after Madeira allegedly made threats regarding blowing up a medical facility. Lebanon City Police encourage anyone with information about this incident to contact them.

Drug possession – On Nov. 5, police charged Jacqueline Cabrera, 56, with possession of a controlled substance after a traffic stop on July 12 on the 1100 block of Chestnut Street, during which police discovered a substance in her possession that was later confirmed to be a controlled substance through lab results.

Drug possession – Around 1:16 a.m. July 12, police pulled over a vehicle on the 1100 block of Chestnut Street and found Monica Gray, 56, to be in possession of a controlled substance. Police charged Gray with possession of a controlled substance on Nov. 3, based on lab results.

DUI – Around 12:26 p.m. April 23, police conducted a hit-and-run investigation in the area of 12th and Lehman streets. Police located Sarrina Smith, 34, after the incident, determined her to be the driver of the involved vehicle, and charged her with DUI-controlled substance and other charges following the receipt of lab results.

DUI, careless driving – Around 12:28 a.m. July 26, police arrested Amonte Wagner, 24, for DUI-alcohol and careless driving following a traffic stop. Police observed Wagner driving in a careless manner on the 300 block of North 5th Street. Charges were filed following the receipt of lab results.

Humane Society Animal Drop-Off Authorization Form – To ensure accurate municipal tracking and accountability, the Lebanon City Police Department, in cooperation with the Humane Society of Lebanon County, is introducing a new requirement for residents dropping off stray animals at the Humane Society. Effective Nov. 10, individuals must complete a Humane Society Animal Drop-Off Authorization Form prior to bringing a stray animal to the Humane Society. This form is available at the following locations:

If you find a stray dog or cat within the Lebanon city limits and intend to take it to the Humane Society, please provide this form to a city police officer, who will assist in filling out the form, verifying the location where the stray animal was found. This new process aims to ensure that the correct municipality is accountable for the stray animal being dropped off at the Humane Society, promoting a more efficient and accurate tracking system.

Heidelberg Township

Vehicle accident, careless driving – Around 12:23 p.m. Oct. 29, a 2019 Nissan Sentra driven by a 25-year-old Lebanon woman was traveling south on North Market Street, exited the road to the right and struck a fire hydrant, just north of the 300 block. The woman was wearing a seatbelt and sustained no injuries. The woman reported something entering the road in front of her vehicle and made comments about vehicles going around a horse-and-buggy. The woman admitted that her vehicle had bad tires and bad brakes, adding that the brakes are always making noise and that she was having issues stopping. Police charged the woman with driving on roadways laned for traffic and careless driving. The Nissan was towed by CJ Wagner’s.

Jackson Township

Drug possession – Around 12:30 p.m. Oct. 31, a Motor Carrier Safety Assistance Program inspection was completed on a commercial motor vehicle that drove over a weight-restricted bridge in Jackson Township. As a result of the inspection, police determined that the combination was overweight for the bridge and located a suspected THC vape pen and additional paraphernalia. Charges are pending lab results.

Lebanon County Regional

Burglary, criminal trespass – Police investigated a burglary incident that occurred around 3 a.m. Aug. 21 on the 2400 block of Lehman Street, West Lebanon Township. Police said Jayden Speraw, 18, and a 17-year-old boy forced their way into the residence, where two males were assaulted. Police charged Speraw with felony burglary, felony burglary-conspiracy, felony criminal trespass, felony criminal trespass-conspiracy, and misdemeanor corruption of minors. Police also charged the juvenile. Police charged the juvenile with felony burglary, felony burglary-conspiracy, felony criminal trespass, felony criminal trespass-conspiracy, and misdemeanor simple assault.

Harassment – At 5:46 p.m. Sept. 30, police responded to White Deer Run in North Cornwall Township for a 25-year-old woman who assaulted another resident after a short argument. Police charged the woman with summary harassment.

DUI, disorderly conduct – Around 3:42 a.m. Oct. 3, police responded to the area of 11th Avenue and East Lehman Street in Lebanon for a road rage incident. Police found that the driver, Airelle Haupt, 27, engaged in the road rage incident at Rutter’s and was impaired. Police arrested Haupt and charged her with misdemeanor DUI-alcohol or controlled substance and summary disorderly conduct.

Driving while suspended – At 2:08 p.m. Oct. 5, police pulled over a vehicle on North 15th Avenue at Weavertown Road in North Lebanon Township for a vehicle code violation. The driver, Noe Guzman-Martinez, 44, had a suspended driver’s license as a result of a DUI charge. Police charged Guzman-Martinez with driving while suspended, DUI-related, third or subsequent violation.

Retail theft – On Oct. 10, police responded to Walmart in North Lebanon Township after Tyler Young, 30, entered Walmart, selected food, clothing, stationery, and other miscellaneous items worth $170.50, and exited the store without paying for them. Police charged Young with misdemeanor retail theft.

Retail theft – At 4:45 p.m. Oct. 17, police responded to Tractor Supply Company in North Cornwall Township after a 44-year-old man entered the store, selected merchandise, and exited the store, making no attempt to pay for the merchandise. Police charged the man with summary retail theft.

Harassment – At 10:35 p.m. Oct. 17, police responded to the 2400 block of Lehman Street in West Lebanon Township where a 26-year-old man and his partner were involved in a physical altercation, causing injury to each other. Police charged both subjects with summary harassment.

Curfew violation – At 12:36 a.m. Oct. 19, police observed a juvenile walking in the area of Sandhill Road and Jay Street in North Lebanon Township. Police said a 16-year-old boy was walking through private property to get to a friend’s house. Police transported the juvenile home and charged him with a curfew violation.

DUI, careless driving – Around 10:25 p.m. Oct. 21, police responded to the 1600 block of Lehman Street in Lebanon for a single-vehicle crash into a telephone pole. Police found that the driver, Frederick Minor, 46, was driving under the influence and arrested him for misdemeanor DUI-alcohol or controlled substance and summary careless driving.

Defiant trespass, harassment, disorderly conduct, public drunkenness – On Oct. 24, police responded to Rutter’s in West Lebanon Township for a disturbance. Police arrived on the scene and learned that Vincent Larrimore, 40, was intoxicated, was involved in a fight with other patrons, and had shoved a security guard in the parking lot. Larrimore was told multiple times to leave the property, but he refused to leave, resulting in his arrest. Police charged Larrimore with misdemeanor defiant trespass, summary harassment, summary disorderly conduct, and summary public drunkenness.

Regulation of open fires – At 8:35 p.m. Oct. 27, police responded to the 00 block of Northcrest Acres in North Lebanon Township to assist the fire department because a 34-year-old man had a fire at the property within 30 feet of a home, resulting in embers falling onto the home. Police charged the man with summary regulation of open fires.

Disorderly conduct, public drunkenness – At 7:10 a.m. Oct. 28, police responded to the 900 block of Redwood Lane in North Lebanon Township for a disturbance. The investigation revealed that a 50-year-old woman was under the influence of a controlled substance and was creating a disturbance in the residential neighborhood. Police transported the woman to the hospital for medical care and charged her with summary disorderly conduct and summary public drunkenness.

Disorderly conduct, public drunkenness – At 12:50 a.m. Nov. 1, police responded to Sheetz in North Cornwall Township where a 37-year-old man engaged in a fight with two men at the business while he was under the influence of alcohol. Police charged the man with summary disorderly conduct and summary public drunkenness.

Harassment – At 11:19 a.m. Nov. 2, police received information regarding a domestic dispute that occurred on Nov. 1 at North Cornwall Commons in North Cornwall Township. The investigation revealed that a 62-year-old man slapped his wife in the mouth during an argument. Police took the man into custody on an unrelated warrant and charged him with summary harassment for the incident.

Upcoming Click It or Ticket enforcement – The Lebanon County Regional Police Department will participate in a national Click It or Ticket enforcement mobilization from Nov. 10 through 30. During this period, officers will conduct high-visibility enforcement to ensure motorists and their passengers wear their seatbelts. The police department participates in this enforcement for the safety of everyone.

Key statistics and findings:

  • High survivability of unbuckled deaths: In 2020, it was estimated that 94% of the individuals who died in crashes in Pennsylvania could have survived had they been wearing a seatbelt, according to a PennDOT Facebook post.
  • Increased risk of injury: Unbuckled occupants are 50% more likely to be severely injured in a crash compared to those who are buckled up.
  • Backseat passenger risk: Backseat passengers are also at high risk. A study indicated that unbuckled backseat passengers are three times more likely to die in a crash.
  • Risk to belted drivers: Even if a driver is buckled up, an unbuckled passenger in the backseat can become a projectile, increasing the risk to the driver by more than double in a frontal crash.

North Londonderry Township

Vehicle accident, following too closely – At 5:38 p.m. Oct. 31, police responded to the area of East Main Street and Apple Blossom Lane for a two-vehicle crash. A vehicle driven by a 39-year-old Palmyra man rear-ended a vehicle driven by a 49-year-old Palmyra resident while traveling west on SR 422. The crash also involved a 50-year-old Palmyra man. Both vehicles sustained minor damage and were able to be driven from the scene. EMS responded to evaluate the 49-year-old Palmyra resident, who reported neck and back pain. Police charged the 39-year-old Palmyra man with summary following too closely. The citation was filed with MDJ Warner’s office.

Hit-and-run – At 9:09 a.m. Sept. 27, police responded to the 00 block of Oatfield Lane for a hit-and-run crash after a vehicle struck a mailbox and damaged shrubbery on a 72-year-old Palmyra woman’s property. Vehicle debris was located on the scene, which was matched to a Volkswagen Tiguan. On Oct. 30, a 30-year-old Palmyra woman arrived at the police station and reported the crash. The vehicle debris collected from the scene matched the damage to the woman’s vehicle. Police charged the driver with summary accidents involving damage to unattended vehicle or property. The citation was filed with MDJ Warner’s office. The total amount of damage was $1,164.50.

South Lebanon Township

Drug possession – On Aug. 7, police pulled over a vehicle driven by Cheri Rupert, 51, on the 1900 block of South 5th Avenue. A roadside investigation revealed that Rupert was in possession of methamphetamine and related paraphernalia. Police charged Rupert with misdemeanor possession of a controlled substance, misdemeanor possession of drug paraphernalia, and summary registration and certificate of title required.

Drug possession – Around 2:12 p.m. Oct. 25, police pulled over a vehicle driven by Elijah Ross, 20, on the 500 block of East Cumberland Street. A roadside investigation revealed that Ross and a passenger, Carlie Schneff, 18, were both in possession of THC oil and other paraphernalia. Police charged Ross and Schneff with misdemeanor possession of a controlled substance, misdemeanor possession of drug paraphernalia, and summary operation following suspension of registration.

Defiant trespass – Around 8:34 p.m. Oct. 28, police responded to a trespass at the Lebanon County Correctional Facility. Police determined that Pedro Arroyo-Segura, 25, entered the facility’s property/grounds despite being previously warned by prison staff to leave. Arroyo-Segura returned shortly after and re-entered the same area, resulting in charges of defiant trespass.

Strangulation, terroristic threats – On Nov. 1, police responded to a Moravian Street residence regarding a physical assault. Police chased a fleeing suspect, Julian Strickler, 20, and apprehended him during a subsequent encounter. The investigation revealed that Strickler inflicted substantial injuries to a female subject through a physical assault. Police took Strickler into custody and transported him to LCCB for arraignment, charging him with felony strangulation, felony terroristic threats, misdemeanor simple assault, and misdemeanor evading arrest or detention on foot.

South Londonderry Township

Fatal accident – Around 1:03 a.m. Nov. 3, a 2010 Acura TSX was traveling west on I-76 when it exited the road, drove across the north berm onto the grass shoulder, and hit a tree. The Acura spun around, caught fire, and became fully engulfed. Lawn Fire Company extinguished the fire and located the unidentified driver in the driver’s seat. The driver was pronounced dead on the scene. No passengers were located. The investigation is ongoing.

Vehicle accident – At 11:51 a.m. Nov. 4, police responded to an area near the intersection of Horseshoe Pike and South Forge Road for a crash. Police determined that a vehicle driven by a 26-year-old Mechanicsburg man failed to yield the right-of-way while turning left from Horseshoe Pike onto South Forge Road, striking a vehicle driven by a 27-year-old Harrisburg woman. No injuries were reported. One vehicle was towed from the scene. Campbelltown Fire Company assisted on the scene.

Vehicle accident – At 12:30 p.m. Oct. 26, police responded to the 2800 block of Horseshoe Pike for a crash. Police determined that a vehicle driven by a 49-year-old Palmyra man struck a trailer being pulled by a vehicle driven by a 71-year-old Lititz man on Horseshoe Pike as it was leaving the parking lot of Turkey Hill. No injuries were reported.

Found property – At 3:02 p.m. Oct. 25, police were notified of found property in the field near Hinkle and South Forge roads. The property was identified as a DJI Ultra Light drone. Anyone with information regarding the owner of the drone is encouraged to contact South Londonderry Township Police.

Vehicle accident – At 8:45 a.m. Oct. 27, a Volkswagen Jetta driven by an 18-year-old Palmyra man became disabled at the intersection of Brookwood Drive and South Village Circle after the front passenger’s side wheel snapped off. The Volkswagen then sideswiped a Kia minivan parked on Brookwood Drive. No injuries were reported.

Western Lebanon County Regional

DUI, obedience to traffic-control devices – At 2:48 a.m. Aug. 30, police pulled over a vehicle driven by Adam Stakem, 43, on the 800 block of East Main Street in Palmyra for motor vehicle code violations and arrested Stakem for DUI. Stakem’s BAC was 0.249% at the time of the stop. Police charged Stakem with misdemeanor DUI-highest rate, misdemeanor DUI-general impairment, summary obedience to traffic-control devices, and summary driving on roadways laned for traffic. Charges were filed on Oct. 22 through MDJ Warner’s office.

Aggravated assault, terroristic threats – At 5:05 p.m. Oct. 22, police responded to Memorial Park for a disturbance involving a 13-year-old girl. A juvenile allegation was filed, charging the girl with felony aggravated assault, misdemeanor terroristic threats, misdemeanor possessing an instrument of crime, misdemeanor theft, misdemeanor evading arrest on foot, misdemeanor disorderly conduct, and misdemeanor simple assault-physical menace.

Simple assault, terroristic threats – At 8:44 a.m. Oct. 29, police responded to the 00 block of South Chestnut Street in Palmyra for a physical domestic. Police made contact with three subjects who identified Sebastian Petrino, 20, as the subject who waved a knife at them prior to physically assaulting them. Police charged Petrino with misdemeanor simple assault, misdemeanor terroristic threats, summary disorderly conduct, misdemeanor public drunkenness and similar misconduct, and summary harassment. Police arrested Petrino and transported him to LCCB, where he was arraigned with bail set at $25,000.

False identification to law enforcement – Around 10:40 a.m. Nov. 1, police pulled over a green Nissan Armada on the 1200 block of East Main Street in Palmyra. The driver, Ramon Quinones Rodriguez, 45, provided a false name and date of birth. Police identified Quinones Rodriguez and determined he had an active bench warrant out of the Lebanon County Sheriff’s Department for domestic relations. Police took Quinones Rodriguez into custody and transported him to LCCB on the warrant. A criminal complaint was prepared, charging Quinones Rodriguez with misdemeanor false identification to law enforcement and summary registration and certificate of title required.

Disorderly conduct, harassment, confinement of dog on premises – Police charged a 38-year-old Annville man with disorderly conduct, harassment, and confinement of dog on premises for an incident at around 8:56 p.m. Oct. 14 in the area of Queen and South White Oak streets in Annville.

Criminal mischief, disorderly conduct – Police charged three juveniles for an incident at Memorial Park around 4:30 p.m. Oct. 14, including a 14-year-old boy for criminal mischief, a 14-year-old boy for disorderly conduct, and a 13-year-old girl for disorderly conduct.

Scattering rubbish – Police charged an 81-year-old Lebanon man with scattering rubbish for an incident at around 4:34 p.m. Oct. 17 on North Moyer Street at the railroad tracks in Annville.

Criminal mischief – Police charged a 60-year-old Palmyra man with criminal mischief for an incident around 11:34 p.m. Oct. 16 on the 00 block of East High Street in Palmyra.

Public drunkenness – Police charged a 58-year-old Hummelstown man with public drunkenness for an incident around 12:08 a.m. Oct. 25 on the 500 block of East Main Street in Palmyra.

Retail theft – Police charged a 42-year-old Lebanon man with retail theft for an incident around 7:43 p.m. Oct. 20 on the 1400 block of East Main Street in Annville.

Abandonment of vehicles – Police charged a 27-year-old Reading man with abandonment of vehicles for an incident around 1:52 p.m. Sept. 16 on the 700 block of West Oak Street in Palmyra.

Confinement of dog on premises – Police charged a 38-year-old Annville man with confinement of dog on premises, dog license, and rabies vaccination required for an incident around 9:26 p.m. Oct. 29 on the 300 block of West Main Street in Annville.

Unauthorized use of a motor vehicle – A charge of misdemeanor unauthorized use of a motor vehicle was filed against Lindsay Straub, 31, on Oct. 21. The charge stems from an investigation that began Oct. 2 on the 300 block of North Railroad Street in Palmyra.

Simple assault, harassment – On Nov. 5, police were called to the 200 block of North Railroad Street in Palmyra for a domestic assault and identified the suspect as Matthew Rogers, 38. Police arrested Rogers and charged him with misdemeanor simple assault (domestic violence-related) and summary harassment. Police transported Rogers to LCCB before releasing him on $10,000 unsecured bond.

False identification to law enforcement – Around 11:04 p.m. Nov. 6, police pulled over a vehicle on the 1000 block of East Main Street in Annville and made contact with the driver, who provided a false identification. Police identified the driver as Joshua Mendoza-Fernandez, 20, who had a warrant for failure to appear out of the Lebanon County Sheriff’s Office. Police took Mendoza-Fernandez into custody and transported him to LCCB on his warrant. New charges for misdemeanor false identification to law enforcement, summary expired registration, and summary driving while suspended will be filed.

Aggravated cruelty to animals, cruelty to animals, neglect of animals – On Oct. 30, charges of two counts of felony aggravated cruelty to animals, misdemeanor cruelty to animals, and two counts of misdemeanor neglect of animals were filed against Trei Gilcrist, 32. These charges are the result of a dog law investigation that began on May 11 on the 300 block of North Chestnut Street in Palmyra.

Aggravated cruelty to animals, cruelty to animals, neglect of animals – On Oct. 30, charges of two counts of felony aggravated cruelty to animals, misdemeanor cruelty to animals, and two counts of misdemeanor neglect of animals were filed against Brooklyn Cordell, 25. These charges are the result of a dog law investigation that began on May 11 on the 300 block of North Chestnut Street in Palmyra.
