Forgery – On Nov. 13, police were notified of a fraud complaint on the 300 block of Schneider Drive after Naseer McDaniel, 26, allegedly attempted to cash checks that were reported stolen. Police discovered that McDaniel had previously cashed similar checks and, after reviewing video footage and other documents, charged McDaniel with forgery and related theft offenses.
Retail theft – Around 9:15 a.m. March 5, police responded to the 100 block of North 8th Avenue after it was reported that a man left the store on more than one occasion without paying for alcohol-related items. After reviewing video footage, police identified the subject as Jeffrey Fountain, 65, and charged him with felony retail theft.
Criminal trespass, attempted motor vehicle theft – Around 5 p.m. March 7, police responded to a home on the 700 block of Locust Street after the homeowner reported finding a man, later identified as Matthew Butler, 37, lying on their couch. The homeowner did not know Butler. After being confronted by the homeowner, Butler attempted to flee the scene and steal the homeowner’s vehicle, but he was unable to operate the vehicle and fled the scene on foot. Police charged Butler with felony criminal mischief and attempted motor vehicle theft.
Simple assault – Around 2 a.m. March 15, police responded to the 1000 block of Cumberland Street for a domestic disturbance. Police encountered Heriberto Gomez-DeJesus, 56, and, after speaking with Gomez-DeJesus and another subject involved, police observed visible injuries, took Gomez-DeJesus into custody, and charged him with simple assault (domestic violence-related).
Simple assault – Around 6 a.m. March 15, police responded to the 400 block of Cumberland Street for a domestic disturbance and found a female with visible injuries. Police took Alec Laughlin, 25, into custody and charged him with simple assault (domestic violence-related) and related offenses.
Disorderly conduct – Around 3:45 p.m. March 15, police responded to the 400 block of Pershing Avenue for a disturbance. Police arrived on the scene and found Jeffrey Tittle, 63, jumping in front of a moving vehicle. Police asked Tittle to go into his home and stop his behavior, but a short time later, police responded to the area again because Tittle was continuing to cause a disturbance. Police took Tittle into custody and charged him with disorderly conduct.
Possession with intent to deliver a controlled substance – On March 19, police charged Francisco Poupart-Rodriguez, 22, with possession with intent to deliver a controlled substance after an investigation into his narcotics activity. Lebanon City Police worked with another law enforcement agency to evaluate digital and physical evidence, which revealed Poupart-Rodriguez’s role in illicit drug sales.
Street sweeping enforcement notice – Street sweeping enforcement will resume the week of March 23. Follow all “No Parking” signs during the scheduled weekly sweeper runs to avoid citations or towing. The Lebanon City Police Department thanks you for helping keep the community clean!

Fourth annual Umbrella Walk honoring Lt. William D. Lebo – Join Lebanon City Police in honoring the life and legacy of Lt. William D. Lebo at the fourth annual Umbrella Walk on Tuesday, March 31. The walk begins at 4 p.m. at Optimist Park, following the Rail Trail to 8th Street, passing the former city police department, and continuing on to City Hall on Cumberland Street.
Why the umbrella? Lt. Lebo walked to work every day, rain or shine, carrying his green‑and‑white golf umbrella. It became a symbol of his readiness, reflection, and dedication. Those umbrellas still rest by the doors today … just in case.
For 40 years, Lt. Lebo served the city of Lebanon with devotion and integrity. The Umbrella Walk celebrates his legacy and honors all who serve and protect.

Lebanon County Regional
Drug possession, unlawful activities – At 1:27 a.m. Nov. 30, police pulled over a vehicle on the 1800 block of Lehman Street in West Lebanon Township and found the driver, Maicol Torres Feliciano, 21, to be in possession of a controlled substance. Police charged Torres Feliciano with misdemeanor possession of a controlled substance and summary unlawful activities.
Drug possession – At 2:58 a.m. Jan. 1, police pulled over a vehicle on the 2200 block of Lehman Street in West Lebanon Township and found a passenger, Saleam Moeun, 41, to be in possession of a controlled substance and drug paraphernalia. Police charged Moeun with misdemeanor possession of a controlled substance and misdemeanor possession of drug paraphernalia.
Defiant trespass, criminal mischief – Around 6:08 p.m. Feb. 10, police responded to Dairy Queen in North Lebanon Township for a trespass complaint. Police were told by the store manager that the subject had harassed customers and written on the front counter with a pen before leaving the scene. Police were also told by the manager that the person had previously trespassed on the property. Police later found the subject, identified as Luis Rodriguez Arriaga, 47, and charged him with misdemeanor defiant trespass and summary criminal mischief.
Retail theft – Police charged Mayra Flores-Canales, 44, with misdemeanor retail theft after an incident on March 5 at Boscov’s in West Lebanon Township. Flores-Canales allegedly stole merchandise worth $243.99.
Accidents involving death or personal injury while not properly licensed – At 11 a.m. March 6, police responded to West Cumberland and 22nd streets in North Cornwall Township for a crash with injuries. The investigation revealed that Franklin Santos Pozadas, 23, failed to stop at a steady red traffic signal, resulting in a crash. Santos Pozadas did not have a driver’s license. Police charged Santos Pozadas with misdemeanor accidents involving death or personal injury while not properly licensed, summary drivers required to be licensed, and summary traffic control signals.
Arrest warrant issued – Police issued an arrest warrant against Jamie Robbins, 46, on charges of felony retail theft and felony criminal conspiracy. The warrant stems from his involvement in a retail theft at Target in North Cornwall Township on Nov. 17.
Arrest warrant served – On March 13, Michael Blount, 50, turned himself in, and an arrest warrant for misdemeanor theft by deception was served.
Retail theft, fleeing or attempting to elude a police officer – Police charged Archie Ciccanti, 45, with felony retail theft, misdemeanor fleeing or attempting to elude a police officer, and felony criminal conspiracy. Charges stem from his involvement in a retail theft at Target in North Cornwall Township on Nov. 17. On March 13, police apprehended Ciccanti on an arrest warrant.
North Londonderry Township
Criminal mischief – Police investigated an incident on Feb. 14 in the Walmart parking lot, where a man reported that a woman kicked the passenger’s side of his vehicle. Police charged Susan Parker, 54, of Palmyra, with misdemeanor criminal mischief for causing over $700 in damage to the vehicle.
Vehicle accident, careless driving – At 4:25 p.m. March 13, a crash occurred on the 1100 block of West Main Street when a 76-year-old Palmyra man’s vehicle rear-ended a 19-year-old Palmyra woman’s vehicle while it was stopped at a red light. The woman sustained a laceration above her left eye in the crash. The vehicles sustained minor damage and were driven from the scene. Police charged the man with careless driving.
South Lebanon Township
Drug possession – Around 10:40 p.m. Feb. 1, police pulled over a vehicle on the 600 block of East High Street in Lebanon and found drug paraphernalia belonging to Harry Mount, 32, who was a passenger in the vehicle. Police charged Mount with misdemeanor possession of drug paraphernalia.
Drug possession – Around 7:30 p.m. Feb. 11, police pulled over a vehicle on the 500 block of East Cumberland Street in Lebanon and learned that the driver, Jesus Rodriguez, 42, was in possession of a Schedule II controlled substance. Police charged Rodriguez with misdemeanor possession of a controlled or counterfeit substance.
Persons not to possess firearms, carry a firearm without a license – Around 9:30 p.m. Feb. 23, during a traffic stop on the 800 block of East Cumberland Street in Lebanon, police made contact with Jolin Zimmerman, 22, a passenger in the vehicle. Police learned that Zimmerman had an outstanding arrest warrant out of Dauphin County. While taking Zimmerman into custody for the warrant, police located a loaded handgun and ammunition, and later learned that Zimmerman was prohibited from possessing firearms. Police arrested Zimmerman and charged him with felony persons not to possess firearms and misdemeanor Firearms Act-carry a firearm without a license.
Possession with intent to use drug paraphernalia – Around 9:30 p.m. Feb. 23, during a traffic stop on the 800 block of East Walnut Street in Lebanon, police made contact with Pauline Gonzalez, 39, a passenger, who had an outstanding bench warrant out of Lebanon County. While taking Gonzalez into custody for the warrant, police found her to be in possession of drug paraphernalia. Police charged Gonzalez with misdemeanor possession with intent to use drug paraphernalia.
Criminal mischief, disorderly conduct – Around 7:29 p.m. March 3, police responded to the 1300 block of King Street in Lebanon for a domestic assault. Police arrested Anthony Scaturro, 30, and charged him with misdemeanor disorderly conduct for allegedly assaulting another subject inside the home. Police also charged Scaturro with misdemeanor criminal mischief for allegedly destroying two cellphones and throwing car keys on top of a nearby building, requiring the assistance of the fire department to retrieve them.
Driving with a suspended license – On March 12, police pulled over a vehicle on the 700 block of East Walnut Street in Lebanon and learned that the driver, Quirino Zavala Madrigal, 36, was driving with a suspended license, DUI-related. Police took Zavala Madrigal into custody and charged him with misdemeanor driving with a suspended license, DUI-related, third or subsequent offense.
Ignition interlock violation – Around 3:38 p.m. March 15, police pulled over a vehicle on the 700 block of East Walnut Street in Lebanon and found Dmitriy Syabrenko, 52, of Myerstown, was operating a 2019 Ford F-150 displaying counterfeit inspection stickers, which were seized. Police also found Syabrenko was operating the vehicle without a required ignition interlock system, in violation of restrictions on his driver’s license. Police charged Syabrenko with misdemeanor ignition interlock violation and summary violation of use of certificate of inspection.
Hit-and-run investigation, public assistance requested – South Lebanon Township Police are asking the public’s assistance in identifying a vehicle involved in a hit-and-run crash.
Around 2:20 p.m. March 12, an unknown vehicle struck a legally parked blue 2016 Hyundai Elantra on the 1200 block of Birch Road in Lebanon. Video surveillance shows the striking vehicle traveling west on Birch Road, striking the parked vehicle, and leaving the scene without stopping.
The suspect vehicle is described as a gray sedan, possibly a Toyota Corolla or Honda Civic, with tinted windows. The vehicle is believed to have moderate to severe front-end damage, with the hood pushed upward in a “v” shape.
Anyone who may have seen or who may recognize this vehicle is asked to contact the South Lebanon Township Police Department at 717-274-0482.
PSA: Solicitation permits required – As the weather warms up and spring commences, South Lebanon Township Police would like to remind residents that solicitors are required to obtain a valid solicitation permit from the township.
Any individual going door-to-door or attempting to make contact with residents for sales or services must first secure a permit through the South Lebanon Township office. Approved solicitors are required to clearly display their permit and present it upon request.
Residents are encouraged to remain vigilant. If you encounter an individual soliciting without a valid permit, please contact county dispatch at 717-272-2054 immediately to have an officer respond.
South Lebanon Police’s goal is to keep neighborhoods safe and ensure all solicitation activity is properly authorized.
South Londonderry Township
Vehicle accident – At 4:07 p.m. March 9, police responded to Palmyra Road and Northside Drive in Palmyra and determined that a vehicle driven by a 67-year-old Palmyra woman rear-ended a vehicle driven by a 75-year-old Palmyra woman while it was stopped at the intersection. No injuries were reported.
Hit-and-run – At 4:39 p.m. March 9, police responded to the 5600 block of Elizabethtown Road in Palmyra for a hit-and-run, with damage to a mailbox. Police determined that the damage was consistent with a vehicle collision. Anyone with information regarding the incident is asked to contact South Londonderry Township Police.
Vehicle accident – At 8 a.m. March 11, a crash occurred on the 1200 block of Mine Road in Lebanon as a vehicle driven by a 26-year-old Elizabethtown woman exited the road and went up an embankment and through a cattle fence. No injuries were reported. Police charged the woman with driving on roadways laned for traffic.
Vehicle accident – At 4:17 p.m. March 13, a crash occurred on routes 322 and 112 as a Ford SUV driven by a 35-year-old Palmyra woman sideswiped a Honda SUV driven by a 48-year-old Hershey woman, then rear-ended a Toyota SUV driven by a 48-year-old Lebanon man, after the Palmyra woman suffered a medical condition in the vehicle. Both the Honda and the Toyota were stopped in traffic at the time of the crash. The Hershey woman and the Lebanon man sustained injuries and were transported to the hospital.
Aggressive driving enforcement initiative – South Londonderry Township Police will join Pennsylvania State Police and roughly 300 municipal agencies to conduct a targeted aggressive driving enforcement wave from March 18 to April 26.
The goal of the targeted enforcement wave is to reduce the number of aggressive driving-related crashes, injuries, and deaths on roadways in the state. Any aggressive driver stopped by police will receive a ticket.
The enforcement wave will focus on distracted driving, speeding, and work zone awareness. Motorists exhibiting other unsafe behaviors, such as driving too fast for conditions, following too closely, or engaging in other aggressive actions, will also be cited.
The enforcement is part of Pennsylvania’s Highway Safety Program and is funded by part of PennDOT’s investment of federal funds from the National Highway Traffic Safety Administration. For more information on aggressive driving, visit PennDOT.pa.gov/Safety.
Western Lebanon County Regional
DUI, careless driving – Around 4:33 a.m. Feb. 14, police responded to the 00 block of East Main Street in Annville for a report of a van that had struck a parked vehicle. Police located the driver of the van, Connor Groves-Smith, 26, and found that Groves-Smith was under the influence of alcohol, and arrested him for suspicion of DUI. On March 5, police charged Groves-Smith with misdemeanor DUI-general impairment, misdemeanor DUI-highest rate of alcohol, and summary careless driving. Charges were filed with MDJ Ditzler’s office.
DUI, one-way roadways – At 1:31 a.m. Feb. 22, police pulled over a vehicle on the 500 block of West Main Street in Annville for several moving violations, and found that the driver, Jordan Koser, 30, was under the influence of alcohol. A toxicology report showed that Koser’s BAC was 0.087% at the time of the stop. Police charged Koser with misdemeanor DUI-BAC > 0.08 and < 0.10, misdemeanor DUI-incapable of safe driving, summary one-way roadways, and summary disregard traffic lane.
Several Lebanon County municipalities
Public meeting notice – The Lebanon County Regional Police Commission and the Western Lebanon County Regional Police Commission will hold a special meeting on Tuesday, March 31, at 6 p.m., to discuss police services. The meeting will be held at the North Cornwall Township Municipal Building, 330 S. 18th St., Lebanon.
