The James Biever Police-Community Alliance (JBPCA) is proud to announce several initiatives completed during the first quarter of 2026, continuing its commitment to strengthening relationships between law enforcement and the communities they serve throughout Lebanon County.
As part of its mission to support education, professional development, and community engagement, JBPCA recently provided financial assistance to multiple local programs and departments.

The organization awarded funding assistance to the Lebanon City Police Department and the South Londonderry Township Police Department to help offset ACT 120 training costs for newly hired officers Denver Meier and Richard Barash. Officer Meier serves with the Lebanon City Police Department, and Officer Barash serves with the South Londonderry Township Police Department. Both recruits are currently enrolled in the Municipal Police Officer Training Program and are expected to graduate in June.
JBPCA also contributed toward the purchase of a K-9 transport unit for the South Londonderry Township Police Department, helping ensure the safe and efficient transportation of their police K-9 while they serve the community.
In addition to supporting new officers entering the profession, JBPCA made a $440 donation to the Lebanon County Career and Technology Center (LCCTC) Law Enforcement Program to help cover the cost of CPR and First Aid certification for students enrolled in the program.

According to LCCTC, students in the Law Enforcement Program develop investigative skills essential for careers in criminal justice, policing, courts, corrections, and private security. The program also provides students with real-world exposure through job-shadowing opportunities and coursework covering topics such as criminal investigations, criminal law, report writing, vehicle law, and first aid/CPR.
“Supporting students who are exploring careers in law enforcement is an important part of building the next generation of professionals dedicated to serving their communities,” said Michelle Biever, President of the James Biever Police-Community Alliance.
Upcoming community events
JBPCA also encourages the community to participate in two upcoming events that support both local law enforcement and community outreach efforts.
The Fourth Annual Cram-A-Cruiser Food Drive will take place on Saturday, May 16, at the Grocery Outlet, 1301 Quentin Road, Lebanon. Community members are invited to donate non-perishable food items to help support local families through Lebanon County Christian Ministries. New this year, the event will feature local food truck vendors along with a live appearance by Nancy and Newman from Froggy Valley 100.1, adding to the excitement of the day.
Later this summer, the organization will host the Sixth Annual James Biever Memorial Run on Saturday, August 8, 2026, at the Lebanon Area Fairgrounds, utilizing the scenic Lebanon Valley Rail Trail. The event will feature a 10K, 5K, and 1-mile fun run, bringing together community members, runners, and local law enforcement in a shared effort to promote health, wellness, and community connection.
