A man is charged with homicide by vehicle while DUI and other offenses for a crash last year in Lancaster County. Police said Gavin Kline, 20, of Palmyra, was passing a tractor-trailer in a no-passing zone on West 28th Division Highway in Penn Township when he crashed head-on into another vehicle on Aug. 22, 2023.
