James A. Heisey, 80, of Fredericksburg, passed away on Wednesday, September 29, 2021, at the Lebanon VA Medical Center. He was the husband of the late JoAnne M. Dolo Kramer.

Born in Lebanon on October 20, 1940, he was the son of the late James E. and Norma R. Kilmoyer Heisey. James retired from the state in 1999, where he had served as a Bureau Director for the Pennsylvania Welfare Department. He was a proud graduate of Penn State University and while he was there, he was part of the marching band. He served in Korea as a Captain in the U.S. Army during the Vietnam Conflict. Most recently, Jim served as the Chairman of the Fredericksburg Sewer & Water Authority. He was a member of the VFW and the American Legion where he enjoyed spending time. He was committed to service his entire life and was a friend to many.

He is survived by his daughter Jennifer Noel of Wilmington, DE; son Jeffrey Heisey of Pittsburgh; and his grandchildren Amanda, Samantha and Alex Noel. He was preceded in death by his sister Jacqueline.

A memorial service will be held on Friday, October 15, 2021, at 10:30 a.m. at the Kreamer & Lum Funeral Home & Crematory, Rt. 72 & Camp Meeting Rd., Jonestown. A visitation will begin at 9:30 until the start of the service. Interment will follow at Indiantown Gap National Cemetery.
