North Cornwall Township Police announced charges today against Oscar Perez-Ramos, a 42 year old Lebanon man, for a rape at Highland Glen Apartments that is alleged to have occurred in the early hours of January 20, 2019.

The criminal complaint indicates that two North Cornwall Township patrolmen were dispatched to Highland Glen around 1:20am for a possible burglary in progress. While en route, they were informed that Perez-Ramos was outside of the residence, but he was not there upon their arrival.

Through a translator, the police were told that Perez-Ramos had been there earlier but was asked to leave due to the victim being tired. According to the complaint, Perez-Ramos left and then later returned to surreptitiously enter the residence using a key he had.

The complaint says that police were told that Perez-Ramos proceeded to rape the woman while restraining her with a blade and choking her with a rag, and then fled the premises, later texting an apology to the victim. Perez-Ramos initially evaded police but did later surrender himself.

After being processed at Lebanon County Central Booking, Perez-Ramos, unable to meet the $150,000 bail, is being held at Lebanon County Correctional Facility. He faces the following charges.

  • Rape Forcible Compulsion
  • Aggravated Assault
  • Strangulation – Blocking the Nose and Mouth of the Person
  • Sexual Assault
  • Unlawful Restraint/Serious Bodily Injury
  • Criminal Trespass/Simple Trespasser

A preliminary hearing is scheduled for February 7 with Magisterial District Judge Anthony J. Verna.
