The South Londonderry Township Board of Supervisors on Tuesday unanimously offered preliminary approval to construction of a corporate office building for commercial cleaning company Environmental Cleaning Solutions (ECS), conditional on the completion of an adjacent cul-de-sac.
The 22,000-square-foot office building will be located in the Flight Path Business Park, south of the hockey arena. The lot will also contain 75 parking spaces.
ECS also requested a lot line adjustment, as they own two lots in the site (west and south). This did not require any rezoning and was unanimously approved.
The board unanimously agreed to six waivers for the project. They also agreed to deferments for Hinkle Road improvements and sidewalks along the sides of the property, which ECS has agreed to complete at a later time.
The planning commission recommended the board’s approval of the plan, along with deferments and waivers.
The board also unanimously agreed to release the financial security for lot 5C of Flight Path Business Park.
A representative of Dalane Management LLC came to the board with a proposed zoning amendment.
The previous supervisors granted Dalane Management conditional approval for an eight-unit multifamily residency on the 1.05-acre lot in 2018. The lot is zoned for mixed use, which typically does not allow this type of development.
The proposed zoning amendment would allow a maximum of 20 units per acre of multifamily development with at least three parking spaces per unit. The amendment would only apply to mixed-use zones and would not affect limits on other zones.
The amendment would specify that multifamily development is only permitted within properties of at least one acre, and only those this size at the time the amendment is adopted. As of now, only three lots in South Londonderry meet these requirements, including 20 W. Market St.
All three supervisors expressed a lack of support or opposition for the plan, but were willing to progress the amendment and hear public feedback.
They unanimously agreed to forward the drafted amendment to the solicitor and engineer for them to draft, review, and bring back to the board for further discussion. Involved expenses will be paid by Dalane Management.
The board meeting also took a rare trip outside to welcome Lawn Fire Company’s new fire truck, which was paid through an SLT loan being repaid through the fire tax.
In other business, the board:
- Unanimously accepted a $99,758 bid from Kinsley Construction for its crosswalk improvement project.
- Unanimously approved Resolution 13-2022, disposing of certain records from 2014.
- Unanimously approved the Campbelltown Park tree lighting event to be held Nov. 27, from 3 to 5 p.m.
- Unanimously agreed to appoint Steve Alger to the Historical Commission. While he is not an SLT resident, chairman Faith Bucks said he has been “instrumental” to township history and one non-resident is permitted within the commission.
- Unanimously permitted CCA to obtain free seedlings to plant in the park.
- Unanimously approved minutes for the July 12 meeting and July 27 workshop.
- Heard reports including that of the police department (244 incidents), Cambelltown (52 calls) and Lawn (21 calls) fire companies, and more.
South Londonderry Township supervisors meet at 27 W. Market St. on the second Tuesday of each month at 7 p.m. The next meeting will be held Sept. 13 and the next workshop will be held Aug. 24. These meetings are open to the public and do not require registration.
