The North Cornwall Township Board of Supervisors viewed a land development plan for the privately-funded Lebanon Quittie Park at its meeting Tuesday.

No action was taken. The preliminary/final plan for the 2.76-acre nature park and community bicycle cooperative has yet to come before the board for approval, but that may occur at the board’s April 2 meeting.

Several waivers have been requested for the park, including concerning curbing, street trees, sidewalks, and emergency access requirements. These will be reviewed by the engineer and planning commission.

The park plan includes 11 parking spaces, a picnic pavilion, a boardwalk, a paved trail, and space for a possible future trail.

Scott and Barbara Shreve are working on the development proposal with landscape architect Chuck Strodoski. Strodoski told LebTown the couple prefers not to discuss the plan until it gets approval from township supervisors. The idea for the proposed volunteer-run park was first presented to North Cornwall Township supervisors in September 2022 (PDF).

The development plan’s cover letter included the following description, township manager Justin Thompson said.

“The Shreve’s are proposing improvements to the property located along Chestnut Street that will enhance the property and function as 1) a nature park with preserved natural surroundings (e.g., trees, creek, wildlife) and 2) a classroom/workshop/storage area in support of community activities (e.g., Earn a Bike program, rail-trail maintenance equipment, bicycle recycling, exercise, and nature related gatherings). The park is specifically designed to provide a safe nature­ oriented area in support of senior citizens (e.g., no bicycling or electric bikes on the walking trail) and fully accessible facilities for those with disabilities (e.g., an American with Disabilities Act compliant trail, deck and creek viewing area). After a phase-in period to establish a foundation of programming activities, the general public will be permitted gated access to the parking lot and park during daylight hours.”

In other news, the board:

  • Unanimously agreed to advertise for a patrolman.
  • Unanimously agreed to approve steering committee minutes for the Jan. 25 and Feb. 22 police regionalization meetings.
  • Unanimously agreed to dispense the final 5 percent retainer for the 2023 bridge maintenance project, totaling $16,947.25.
  • Unanimously agreed to dispense $61,016.84 of the retainer for the SQ1 Streambank Restoration Project, with 2.5 percent remaining.
  • Unanimously approved Resolution 2024-14 accepting the Greystone Crossing Sewer Line Dedication.
