Development of the former Quentin Riding Club at the intersection of state routes 72 and 419 is moving forward with a preliminary plan application likely to be submitted to the Lebanon County Planning Department around Thanksgiving, West Cornwall Township supervisors learned Monday.

The application will include plans for the nine lots as well as supplementary materials for stormwater, erosion control, and traffic, said Jeff Steckbeck, township engineer, in an email Tuesday.

While the township will receive copies of the materials, supervisors will not begin a review of the application until the developer makes any revisions required by the county planning department, Steckbeck added.

Quentin Associates, developer of the 46-acre property, is planning a mix of residential and commercial lots including 120 age-restricted apartments and a Wawa gas station and convenience store. An equine therapy facility and nine single-family homes also are planned.

In July, supervisors approved Quentin Associates’ conditional-use application required for the site zoned low-density residential with mixed-use overlay. That approval was needed in order for the preliminary plan application to proceed.

In other business, Steckbeck said that West Cornwall Township Municipal Authority and Cornwall Borough will construct an interconnect to allow for temporary sharing of water in case of an emergency. Presently, if either system fails, customers would go dry, he said.

The interconnect will be near the intersection of Maple Lane and state Route 419, Steckbeck said.

Asked for an update on the property at 67 W. Main St. that the township purchased, supervisor David Lloyd said no decision has yet been made about how the building will be used.

“We’ve talked about moving the township offices to the downtown and into that building,” Lloyd said. “We’re trying to look at services into the future.”

First step was getting PennDOT approval for curbing which the township has now received, Lloyd said.

West Cornwall Township supervisors meet at 73 S. Zinns Mill Road on the second Monday of each month at 6:30 p.m. The next meeting will be held Monday, Oct. 14. The meetings are open to the public and do not require registration.
