The West Cornwall Township Board of Supervisors on Dec. 8 adopted the 2026 budget, with no change to the millage rate of 1.25 mills for the 10th consecutive year.

Also at the meeting, board member David Lloyd was recognized for his work in putting together the budget without raising taxes, and supervisors approved the advertisement of the 2026 meeting dates.

Supervisors conditionally approved plans for the Quentin Mennonite School as they work to address several outstanding comments that will not impact the layout.

The plans include a 9,700-square-foot building and a parking lot in the area of state Route 419 and Scenic Ridge at Cornwall, with a driveway on Route 419, per PennDOT’s request. The plans also include infiltration beds under the parking lot and along the driveway.

Supervisors delayed a decision on whether to conditionally approve the plans for Alden West until a representative attends the meeting, and they approved advertisement of the Cornwall-Lebanon Regional Comprehensive Plan for a public hearing the week of Jan. 12.

Supervisors approved the police contract with the Cornwall Borough Police Department and adopted the Police Contract Resolution 2025-12-08, which involves no change to the language of the contract from what supervisors adopted in 2022.

The two major changes in the resolution are some rate increases and moving from a three-year to a five-year timeframe. The resolution sets rates for 2026, 2027, and 2028, and limits rates to not exceed a 4% increase in 2029 and 3.5% in 2030.

In other news, supervisors unanimously moved to:

  • Approve the Nov. 10 meeting minutes and the payment of bills.
  • Approve the secretary’s report, with updates on a rate increase of $50 to $60 for residents and $100 to $200 for municipalities at the South Lebanon Township Yard Waste and Recycling Center, effective immediately, and an executive session that was held on Nov. 18 for personnel.
  • Approve the police report, with a total of 350.25 hours in the township.

Township engineer Jeff Steckbeck reported that construction on the North Zinns Mill Road/Main Street project involving new sidewalks, curbs, and drainage started on Dec. 3 and is expected to be completed before the end of this year. Concrete pouring must be done while temperatures are above freezing. The plan is to remove the temporary paving and repave it in early spring of next year.

Steckbeck also reported that parking meters and a parking lot for 67 W. Main St. are still in the design phase.

Work on the Birch Street inlets and North Lebanon Street inlets by Kresge Excavating is expected to start by the end of this week or the next, as the contractor started an emergency project last week and completed it early this week.

In addition, Steckbeck reported that work on the Gretna Avenue storm drain replacement project is being delayed until the spring due to Charles Eichelberger’s request for additional design revisions. Other updates included the excavation work for stormwater at Calvary at Quentin will start before the end of this year.

With three of the 24-unit buildings at the Apartments at 419 complete and occupied, one of the 24-unit buildings, the eight-unit building, and the clubhouse are under construction. Two four-unit structures at Iron Mill Townes are also under construction, with utility laterals installed for all eight units.

West Cornwall Township supervisors meet at 73 S. Zinns Mill Road on the second Monday of each month at 6:30 p.m. The next meeting will be held on Monday, Jan. 12. These meetings are open to the public and do not require registration.
