Accident involving damage to an attended vehicle or property – Around 10 a.m. March 16, police responded to the 500 block of Canal Street for a crash. The driver of the struck vehicle sustained visible injuries in the crash, and the driver of the striking vehicle fled the scene on foot. Police identified the driver of the striking vehicle as Zachary Degler, 32, and charged him with accident involving damage to an attended vehicle or property and driving while suspended.

Evading arrest or detention on foot, drug possession – Around 10 p.m. March 31, police pulled over a vehicle on the 100 block of East Maple Street and identified one of the passengers as Joel Franqui, 18, who attempted to flee from the vehicle on foot after police located a controlled substance. Police apprehended Franqui and charged him with evading arrest or detention on foot and possession of a controlled substance.

Drug possession – Around 11 p.m. April 2, police responded to the 400 block of New Street for a disturbance. Police identified Justin Daubert, 43, as having an arrest warrant and, while taking him into custody, located a controlled substance and related narcotic paraphernalia. Police charged Daubert with possession of a controlled substance.

DUI – Police charged Michael Ramos, 66, with DUI following a traffic accident investigation around 3 p.m. April 4 in the area of North 8th Avenue and East Lehman Street.

Simple assault – Around 10:30 p.m. April 6, police responded to the 800 block of Chestnut Street for a domestic call. Police documented a visible injury on one of the individuals involved in the argument. After an investigation, police took Yashira Miranda-Cosme, 32, into custody and charged her with simple assault (domestic violence-related).

Motor vehicle theft – Around 4:15 a.m. April 7, police pulled over a vehicle in the area of 12th and Chestnut streets for a vehicle code violation. The stopped vehicle had three occupants: William Pena, 18; Adrian Acosta, 18; and Justyn Sierra-Ortiz, 20. Police became suspicious, and officers contacted the vehicle’s registered owner at home. An investigation revealed that the vehicle was stolen. Police said the suspects checked vehicles until they found one that was unlocked with a key inside, and they drove away before being stopped by police. Police charged all three suspects with motor vehicle theft.

Drug possession, public drunkenness – Around 10 p.m. April 9, police responded to the area of 9th Avenue and East Lehman Street for a well-being check. Police located Joseph Anderson, 55, under the influence of alcohol. While taking Anderson into custody, police located narcotics and narcotics-related paraphernalia on his person. Police charged Anderson with felony possession of a designer drug, misdemeanor possession of drug paraphernalia, and summary public drunkenness.

Juvenile faces charges with replica weapon – Around 1 p.m. April 10, Lebanon City Police received a report of a missing minor. Officers discovered that the juvenile had sent photos of himself holding what appeared to be a firearm in the back of an unoccupied vehicle on the 300 block of East Spring Street. Police also learned that the juvenile was accompanied by another minor. As officers searched the area, the two juveniles attempted to flee on foot. As a precaution, the police requested that the IU13 school be placed on lockdown, as students were about to be dismissed for the day. Both juveniles were eventually apprehended without incident. Once the area was deemed safe, the lockdown was lifted, allowing students to go home. The alleged firearm, which resembled a real gun, was recovered in the area and found to be an Airsoft gun.

Lebanon County Regional

Drug possession, public drunkenness – At 7:08 p.m. Jan. 9, police responded to the 1300 block of Sholly Avenue in North Lebanon Township for a suspicious person. Police said George Little, 64, was under the influence of a controlled substance and possessed related paraphernalia in his home. Police charged Little with misdemeanor possession of drug paraphernalia and summary public drunkenness.

Harassment, disorderly conduct – At 2:25 p.m. March 26, police responded to the 1800 block of Center Street in North Cornwall Township for a domestic dispute. Police had responded to the same home on three separate occasions within a two-hour period that day. An investigation revealed that a 21-year-old woman caused a public disturbance while screaming and striking another subject in front of the home. Police charged the woman with summary harassment and summary disorderly conduct.

Confinement of dogs – Police charged Cheyenne Kreiser, 30, with misdemeanor confinement of dogs after an incident on March 28 in which Kreiser’s dogs were found running at large and not confined to her property.

Simple assault, harassment – Police investigated an assault incident at around 7:30 p.m. March 30 at Walmart in North Lebanon Township. An investigation revealed that Brandon Butt, 31, struck another man in the head with a closed fist and continued to grab, hit, and punch him in the right arm. Police charged Butt with misdemeanor simple assault and summary harassment.

Bench warrant served – Around 4:02 a.m. April 4, police were advised of a suspicious person at Rita’s Italian Ice in North Cornwall Township. Police found Mark Mongeau, 69, in the parking lot and learned that he had an active assault warrant from 2023 out of the Lebanon County Sheriff’s Department. Police took Mongeau into custody and transported him to LCCB.

Endangering the welfare of children – Police charged Brittany Kleinfelter, 38, with two counts of felony endangering the welfare of children after an incident on April 6 in which her 7-year-old child was found running in traffic. Police later discovered that Kleinfelter left the child and a 4-year-old child home alone unsupervised for over an hour. Police took Kleinfelter into custody and transported her to LCCB.

Disorderly conduct – At 5:24 p.m. April 8, police responded to the 600 block of Elizabeth Street in North Lebanon Township for a 911 hang-up. Police discovered a 26-year-old woman engaged in a fight with a 29-year-old woman on the street in front of a home. Police charged both women with summary disorderly conduct.

Attempt to identify person of interest – The Lebanon County Regional Police Department is seeking the public’s assistance in identifying an assault suspect. At 1:44 p.m. April 4, police responded to an assault at the Walmart Gas Station, at 1375 E. Lehman St. in North Lebanon Township, after the suspect used a racial slur and threw a cup of bodily fluid/coffee and cigarettes onto two subjects, one of whom is an elderly female. The suspect fled the scene in a white SUV believed to be a Ford. Anyone with information regarding the identity of this individual is asked to contac police at 717-273-8141 or submit a tip through CRIMEWATCH.

South Londonderry Township

Found property – At 10 a.m. March 31, police were notified of a black and green e-bike that was found on the Lebanon Valley Rail Trail property in Colebrook. The e-bike was taken into custody for safekeeping. Anyone who may be missing an e-bike is asked to contact South Londonderry Township Police.

Western Lebanon County Regional

Accidents involving damage to an attended vehicle or property – At 8:26 p.m. March 19, police responded to East Broad and North Lincoln streets in Palmyra for a hit-and-run. Police identified the driver of the striking vehicle as Joseph Webb IV, 50, and charged Webb with misdemeanor accidents involving damage to an attended vehicle or property, summary duty to give information and render aid, and summary careless driving. Charges were filed through MDJ Warner’s office.

Harassment – Police charged a 66-year-old Palmyra man with harassment-physical contact for an incident that occurred around 10:04 p.m. Feb. 28 at the Dutch Motel in Palmyra.

Disorderly conduct – Police charged a 54-year-old Palmyra woman with disorderly conduct for an incident at around 7:52 p.m. March 1 at the McDonald’s in Palmyra.

Harassment – Police charged a 22-year-old Palmyra woman with harassment-physical contact for an incident at around 5:41 p.m. March 11 on the 200 block of North Lincoln Street in Palmyra.

Public drunkenness – Police charged a 34-year-old Annville man with public drunkenness for an incident at around 1:13 a.m. March 19 on the 100 block of South Lancaster Street in Annville.

Public drunkenness – Police charged a 58-year-old Hershey woman with public drunkenness for an incident at around 9:04 p.m. March 19 on the 600 block of West Main Street in Palmyra.

Confinement of dog on premises – Police charged a 70-year-old Annville man with confinement of dog on premises for an incident at around 8:58 a.m. March 20 on the 00 block of North Lancaster Street in Annville.

Attempt to identify person of interest – Western Lebanon County Regional Police are asking for the public’s help in identifying the below-pictured suspect who is a person of interest in an assault with a deadly weapon that occurred March 22 outside Just Wing It, at 18 E. Main St., Annville. The suspect is described as a light-skinned black male wearing a white t-shirt, gray sweatpants, and black shoes. He appears to have a tattoo sleeve on his left arm. He was possibly wearing a black coat or a zippered shirt just after the assault. Anyone with information can contact police at 717-838-8188 or submit information through the Contact Us tab on the CRIMEWATCH website.

Retirement – The Western Lebanon County Regional Police Department would like to congratulate Officer Darlye Heisey on his retirement from the department on April 2. Ofc. Heisey was hired by the Annville Township Police Department on May 9, 2008, and became a member of the regional police department when the merger between Annville Township Police and Palmyra Borough Police took place.

Over his time with both Annville Township Police and Western Lebanon County Regional Police, Ofc. Heisey took time out of the day to get to know the residents in the area he served. Ofc. Heisey wanted everyone to feel heard when he encountered them. Ofc. Heisey was a very methodical officer who took his time and made sure his work was meticulous.

Ofc. Heisey loves outside police work include lifting weights, riding his motorcycle, and wrestling. Ofc. Heisey especially loves helping others in their endeavors to lift weights and eat healthy. Ofc. Heisey participated in many charity rides on his motorcycle. Ofc. Heisey loves spending time outdoors hunting, fishing, and hiking. Ofc. Heisey also enjoys his time at the beach with his family.

Ofc. Heisey’s love for the job is evident as he took a job back in the law enforcement field with the Millersville University Police Department. We wish Ofc. Heisey, the best of luck with the new department, along with a long, happy, and healthy retirement from the regional police department. Thank you for all your years of service to the residents of Annville Township and Palmyra Borough.
