The Millcreek Township Board of Supervisors unanimously agreed to promote Sgt. Terry Katzaman to chief of police following an executive session at its monthly meeting April 8.
This follows Chief Brian Hostetter’s announcement of his retirement in February after 26 years of service. Hostetter plans to retire in May, at which point Katzaman will take over the position.

Katzaman, Millcreek secretary/treasurer Lauren Ritchie explained, was hired by the department part-time in 2006 and promoted to full-time in 2007.
Supervisors made the announcement after a roughly 30-minute executive session to discuss personnel matters. The township is still reviewing applications for new full-time and part-time officers, though supervisors previously noted they may choose not to hire for either position.
The board also unanimously agreed to request new bids for the paving of Dierwechter Road due to a mistake on the original bid. The $180,004.15-estimated project spans around .78 miles of road.

Supervisors opened bids for double oil and chip treatment on West Texter Mission Road, with the low bid of $69.501.09 coming from Russell Standard Corp., ultimately unanimously rejecting these bids.
Road foreman Ryan Risser said that with that price, the project (budgeted at $79,190.25) would likely total around $100,000. He recommended the board reject bids and focus on completing Dierwechter Road this year, and consider this project for next year.
Supervisors also unanimously agreed to accept stone bids from Pennsy Supply and New Enterprise, selecting the lower of the two for each type of stone.
In other news, the board:
- Unanimously authorized solicitor Andrew Morrow to look into possible revisions to the zoning ordinance’s definition of dog kennels, as the ordinance as-is defines a kennel as “three or more dogs ten weeks in age or older are kept or boarded,” which Morrow said likely unintentionally includes households with three or more dogs as pets.
- Unanimously ratified a resolution for the America 250PA celebration, with revised language.
- Unanimously agreed to approve and sign plans for a residential house and driveway at 502 Cocalico Road.
- Unanimously agreed to a County Line Pest Control quote for four applications throughout the year totaling $480.
- Unanimously authorized the use of a police car and dump truck for a Touch-A-Truck event at Shady Oaks Campground on May 9.
- Unanimously approved two mulch quotes for park maintenance.
- Unanimously agreed to allow New Life Fellowship use of Memorial Park May 17, 7 to 9 p.m., at no cost.
- Unanimously agreed to allow installation of signage for the September 11 National Memorial Trail in the township.
- Unanimously approved minutes and heard reports.
