The Heidelberg Township Board of Supervisors unanimously agreed to make a $67,903.56 payment to Woodland Contractors toward the remodel of the township building at its monthly meeting Tuesday.
The project, initially expected to cost around $360,000 but awarded for $264,483 in September 2025, is meant to modernize the 1977-constructed building at 111 Mill Road, including adjusting the floor plan to better reflect use. This followed a renovation project on the exterior of the building.
In February, supervisors approved $37,324.04 in change orders for the project for new interior windows, drywall installation, and smaller items. In May, supervisors approved a $3,705.60 change order to enlarge the meeting room.

Tuesday, supervisors unanimously agreed to terminate the Warko Group as plumbing contractor.
The contractor communicated, solicitor Paul Bametzreider said, that he felt he had underbid the contract as he had not accounted for the lack of a basement, and still has not begun work. After the project was awarded for $5,700, Bametzreider said, the contractor had 180 days to proceed with the job.
Though no action was taken, supervisors directed Bametzreider to look further into drawing from a performance bond received from Warko Group to recoup financial losses both from differences in contract cost and expenses incurred due to the delay. Chairman Paul Fetter noted that the township is renting a work trailer for township staff, and may need to pay for extra time depending on how quickly the township can find a new contractor.
The timeline for other renovations is also partially dependent on the completion of plumbing work, so the township is looking for quotes from other contractors.
In other news, supervisors:
- Heard that Bametzreider is working on a draft ordinance regulating data centers which should be available for supervisors to review next month.
- Heard that a revised floodplain ordinance is underway and is planned to be forwarded to the solicitor this month.
- Unanimously approved hiring two employees for public works, replacing two workers who are leaving their jobs due to life changes, according to supervisor Ivan Martin. Fetter said the change in employees need not take place immediately.
- Heard that plans for the Schaefferstown Park Trail trailhead project, paid for with DCNR funding, will be ready for the Parks Board meeting in July and should be reviewable by the board shortly after.
- Unanimously approved the purchase of a new permit manager software for around $6,000 annually (with $3,000 in annual fees and a $16,000 setup payment spread out) due to delays in the current system being uploaded to the Cloud. Due to the current system only being available from one computer, the township is over two years behind on data entry. Costs will be spread between township, water, and sewer accounts as all use the system.
- Unanimously authorized Bametzreider to prepare a letter to send to Landmark regarding a recent water leak at Copper Ridge notifying them that in the future, if they do not promptly address leaks, the township will hire services and bill Landmark for costs. The developer was recently notified about a leak (in pipes which have not yet been dedicated to the township) and did not respond until the next day.
- Heard that the township received a small Schuykill Highland Grant for a bike fix-it station.
- Unanimously approved the release of $305,922.83 from the Cherie Kay escrow.
- Informally agreed to look through records regarding water facilities at 8 Juliada Drive to ensure they were properly decommissioned, at the request of the property owner.
- Unanimously approved a release of $117,001.97 from the Nathan Zimmerman escrow.
- Unanimously approved a letter of credit release of around $5,400 for 234 Millbach Road.
- Approved time extensions from the Jack Keener, Sinclair Road, and Copper Ridge Phase Two plans.
- Unanimously approved the appointment of Franklin Zimmerman to the fire police.
- Unanimously approved the waiver of a $42.16 sewer penalty for a resident who was unable to pay on time due to extenuating medical circumstances.
- Unanimously approved the purchase of an air release for around $600.
- Unanimously approved minutes, bills for payment, and heard reports.
Heidelberg Township supervisors meet the fourth Tuesday of each month at 6:30 p.m. Due to renovations at the township building, meetings are held at Schaefferstown Fire Hall, 200 N. Locust St. Meetings are open to the public and do not require prior registration.
