The Jackson Township Board of Supervisors conditionally approved a bid of $84,856 by Pine Grove based excavation contractor Arthur “PAT” Aungst Inc. for the replacement of two culverts on Flanagan Road.
It was the lowest of nine bids for the project, for which work will begin in three to four weeks. The undersized 36-inch culvert pipes on Flanagan Road will be replaced with 48-inch pipes. Township engineer Steve Sherk of Steckbeck Engineering said the new thermoplastic pipes are designed to last longer compared to corrugated metal, which leads to corrosion of the piping and roadway.
Sherk also informed council he will be issuing notice to proceed this week for the North Ramona Road culvert replacement and scheduling a preconstruction meeting with Custer Excavating.
During public comment, resident Ann Gruber enquired about council’s consideration of an EMS tax. Chairman Thomas Houtz said they have not reached a conclusion and have until the end of year to do so.
Gruber said the township has $5.5 million in assets and asked what plans are in the works for that money. Council members said they plan to maintain and grow the savings account. Gruber wanted to know if anything specific is being planned to benefit the people of Jackson Township. Supervisor Thomas Morrissey Jr. cited the Wheatland Woods Lot 107 project and asked what Gruber feels the area is lacking. Gruber said she would like lights added to the pickleball courts.
Also in public comment, resident Elvin Felty again requested council to advise residents to read their deeds and abide by listed rules. Felty said he has neighbors installing fences without permits and at heights outside the township restrictions, as well as a neighbor with a shed placed within a stormwater easement. Township solicitor Paul Bametzreider of Barley Snyder said the township can send a letter to residents advising they may not be within the easements.
In other news, council:
- Approved the purchase of two Mosquito Anti-Loitering Alarms to be installed in a pavilion and restroom at Jackson Meadows Park. The device omits an irritating sound intended to deter loitering.
- Authorized zoning officer Don Gettle to move ahead with the dangerous structure ordinance for 50 Martin Road.
- Approved a quote of $4,440.23 from Lincoln Pavement to complete line painting on the recently paved roadways of West Washington Avenue, Fairlane Avenue, and Creamery Street.
- Approved a $1,798.32 payment for traffic signal preventative maintenance to be completed by C.M. High.
- Approved a materials cost of $1,287.42 for the road crew to replace wood at the Jackson Meadows hockey rink.
- Approved installation of two streetlights by Met-Ed on Fairlane Avenue.
Jackson Township supervisors meet next at 7:30 p.m. on Aug. 3 at 60 N. Ramona Road.
