West Cornwall Township supervisors adopted a 2024 budget Monday, Dec. 11, that keeps property taxes at their current rate of 1.25 mills.
The township is projecting revenues and expenditures of $968,158. Wages and salaries, along with police services, account for about 42 percent of expenses. Both line items were increased 3 percent from 2023.
“This is a good planning document that allows us to move forward,” supervisor Dennis Tulli said.
The budget also includes funds for a township manager position. Supervisors have a tentative job description, but the position has not yet been advertised, supervisor David Lloyd said.
In other business, supervisors agreed to provide $25,000 of ARPA funds to the Mount Gretna Tabernacle Association for a new roof for the 124-year-old structure. This leaves about $78,000 of ARPA funds that need to be spent by 2025, Lloyd said.
Supervisors have also used ARPA funds as a loan to West Cornwall Township Municipal Authority to help with cashflow for the purchase of the former Quentin Water Co.
Jeff Steckbeck, township engineer, reported that Quentin Associates is preparing a conditional-use application for the former Quentin Riding Club at the intersection of state routes 72 and 419. The application will be for the entire 46.3-acre site, Steckbeck said.
In September, the township zoning hearing board approved applications for two of the site’s lots. Those approvals required by the township’s zoning ordinance before supervisors can consider an application for conditional use.

West Cornwall Township supervisors meet at 73 S. Zinns Mill Road on the second Monday of each month at 6:30 p.m. Supervisors will have a reorganization meeting on Wednesday, Jan. 3, 2024, and their monthly meeting on Jan. 8. These meetings are open to the public and do not require registration.
