The West Cornwall Township Board of Supervisors unanimously voted to hold a public meeting on July 1 to announce its decision regarding the Quentin Associates, LLC conditional use application.
Located at state Routes 72 and 419, Quentin Associates proposed a mixed-use development for the former Quentin Riding Club, with uses including an equine therapy facility, a Wawa gas station, and various residential developments.
The conditional use hearing began Tuesday, May 7, and stretched over two hearing dates. The hearing concluded on Tuesday, May 21.

The supervisors have 45 days to render a decision about the conditional use application. Although the decision was initially anticipated at the regular June board of supervisors meeting, solicitor Eric Gibson stated that his drafted decision and engineer Jeff Steckbeck’s recommendation require additional preparation.
The decision will be announced at a public meeting on Monday, July 1, at 6 p.m. in the West Cornwall Township building.
Additionally, the supervisors unanimously passed a motion to tentatively award the bids for the Main St., Zinns Mill Road and Locust Lane projects to J&S Paving and Excavating for $90,880 pending PennDOT’s approval.
Improvements include updates to curbing, new sidewalks, and drainage for Main St. and Zinns Mill Road. Locust Lane improvements include tree removal and the placement of a new drainpipe.
Steckbeck also reported that the paving projects contracts were awarded to Asphalt Maintenance Solutions, LLC and H&K Group, Inc. at $20,102 and $37,250, respectively. Roadwork has not yet started.
To conclude his report, Steckbeck stated that he authorized six new permits in May, which brings the 2024 total up to 21 permits.
In other news, the following agenda items have been tabled until the July meeting:
- Property Maintenance Code appeals board decision
- Resolutions for the Property Maintenance Code penalties, procedures and implementation
- Payment for the water line easement across township property (plans originally approved in March)
The supervisors also unanimously moved to:
- Appoint Clay Collins to the West Cornwall Planning Commission to fill the vacant position, which expires at the end of 2024
- Authorize the expenditure of $258,563.25 for the general operating fund, including $244,720.20 for the project at 67 W. Main St., and $9,148.86 for payroll and liabilities
- Approve the May meeting minutes
The Board of Supervisors of West Cornwall Township meets at 6:30 p.m. on the second Monday of each month. Meetings are held in the township building at 73 S. Zinns Mill Road and are open to the public. Next month’s meeting will be held on Monday, July 8.
