The Jackson Township Board of Supervisors approved New Enterprise Stone & Lime’s bid of $377,526.10 for the 2025 paving projects, which will include Benjamin Circle, Apple Creek Lane, Courtland Drive, and Legacy Lane.
Engineer Stephen Sherk said all roads would get a scratch course along with an overlay or wearing course, as outlined in the base bid.
He said he spoke with road foreman Tim Hibshman, who recommended the township also accept alternate bids. For Benjamin Circle, they will use paving fabric and cover the worst areas of cracking within the paving area. For the roads within the Apple Creek development, they will do complete paving fabric over the established paving area. Sherk and Hibshman said Benjamin Circle’s condition isn’t too bad, so the limited fabric will be enough.
Paving fabric would increase the paving’s durability by preventing reflective cracking through the scratch and wearing surface, Sherk said.
The base bid was $297,387. The alternates bring the total price up to $377,526.10, which will be paid for out of the liquid fuels fund.
There were six bids in total. Sherk said he was happy with how New Enterprise did previous jobs in the county.
“We worked with New Enterprise before,” he said. “They did, I think, three of the four phases of the paving in the city — the three phases that I thought went the best.”
Hibshman said they are going to try to schedule the paving for the summer when the kids are out of school.
“We were kind of working to get all paving projects done before school started, but it worked much better if you tried to get paving done after school is first out — get that part of the work out of the way for the summer,” he said. “The temperatures are pretty decent at that time.”
Supervisor Thomas Houtz said they don’t know exactly when the project will take place. Now that the bids are awarded, the company and township can work on scheduling.
In other business, supervisors:
- Approved the updated official zoning map following the zoning change at 501 W. Washington Ave., where 2.83 acres were changed from low-density residential to commercial at the first March meeting to make the zoning of the 11.8-acre property consistent.
- Approved a $750 donation for the ELCO holiday parade. Houtz abstained because he’s associated with the organization.
- Unanimously approved the Jackson Township National Night Out dates for Aug. 5 from 6 to 9 p.m., with a rain date on Aug. 7.
The Jackson Township Board of Supervisors will meet next at 60 N. Ramona Road on April 7 at 7:30 p.m.
