Turnout in the 2025 municipal primary election was down more than 20% compared to the 2023 municipal primary election.

Unofficial preliminary numbers provided by Sean Drasher, director of Lebanon County Elections/Voter Registration, was about 25 percent of the total number of registered Republican and Democratic voters across Lebanon County cast a ballot in this election.

A total of 17,902 ballots were cast by Democratic and Republican voters in this election cycle, according to the county’s election website. Independent voters do not participate in Pennsylvania’s primary elections. Compared to the 2023 municipal primary, when 23,228 votes were cast, turnout was down this year approximately 23%.

There were 2,574 total mail-in ballots from Democrat voters and 2,481 cast by Republican voters. Independent voters do not participate in primary elections in Pennsylvania.

Drasher noted that the election ran smoothly at the countyโ€™s 60 voting precincts.

โ€œThings went perfectly well,โ€ Drasher said. โ€œIt was a smooth, relatively easy election.โ€

The counting of mail-in ballots received at elections headquarters began with Lebanon County President Judge of the Court of Common Pleas John C. Tylwalk having the computation board team swear an oath.

That team was made up of election canvassers, members of the Lebanon County Election Board, which consists of the three county commissioners, and county election officials like Drasher and his staff.

Around 20 canvassers started processing about 4,500 mail-in ballots at 7 a.m. when the polls opened and had completed their task about three hours later. By the time the polls had closed at 8 p.m., election officials had processed 5,055 mail-in ballots for this election cycle. 

Prior to the processing of mail-in ballots, Lebanon County solicitor Matt Bugli provided canvassers with a legal update concerning the latest court cases involving those specific ballots. Bugli said that ballot envelopes with a missing or wrong date were to be counted, according to the latest ruling by a federal judge. 

Additionally, mail-in ballots with a missing signature were to be set aside and voters had until 8 p.m. on Election Day, when the polls closed, to cast a provisional ballot at their local polling precincts.

In the only contested countywide primary, two-term incumbent District Attorney Pier Hess Graf beat challenger Michael J. Light II. by a more than 2:1 margin to appear this fall on the GOP ticket.

In the other two row offices in county government, Republican incumbent Jeffrie C. Marley Jr. received 11,821 votes for sheriff, while incumbent Brian Craig tallied 11,408 votes for register of wills and clerk of orphans court. Both were unopposed for their respective offices on the Republican ticket and no one ran against of them on the Democratic ticket.

โ€œI try to run an efficient office and one where I appreciate the staff who work there โ€ฆ and work to treat them well to the best of my ability,โ€ Craig said. โ€œTrying to modernize the office and digitize the records has been a priority of my office in the past, and weโ€™re looking to continue to enhance customer service for those we serve.โ€

Marley said heโ€™s looking forward to continuing his civic duty as county sheriff for the next four years.

โ€œIโ€™ll be 58 at the end of this (next term), so Iโ€™ll definitely still be young, one of the younger sheriffs to hold that office in Lebanon County,โ€ Marley said. โ€œBut Iโ€™m also not planning to be a lifer in this position. Being in this position has made doing law enforcement fun again. Itโ€™s still stressful, but it is a different kind of stress than trying to run a patrol shift.โ€
