Pedestrian struck – On June 2, police responded to a crash on the 100 block of South 8th Street, where a teenage boy crossed the street midblock between parked vehicles and ran into the side of a passing vehicle. The driver remained on the scene. EMS responded and transported the pedestrian to a hospital for evaluation of his injuries.

DUI – On May 25, police charged Andrea Wilbourne, 34, with DUI-alcohol after police responded to the area of Lincoln Avenue and Cumberland Street for a well-being check.

Simple assault, resisting arrest – On June 2, police charged Brett Kelchner, 40, with simple assault (domestic violence-related) and resisting arrest after an incident on the 800 block of East Mifflin Street.

Retail theft – Police charged a 22-year-old man after an incident on May 1 on the 1000 block of Church Street.

Disorderly conduct – Police charged a 51-year-old man after an incident at 1:24 p.m. May 2 on the 100 block of North 4th Street.

Harassment – Police charged a 44-year-old man after an incident at 5:26 p.m. May 3 on the 600 block of Walnut Street.

Public drunkenness – Police charged a 51-year-old man after an incident at 4:57 a.m. May 4 in the area of 10th and Cumberland streets.

Public drunkenness – Police charged a 43-year-old man after an incident at 12:37 a.m. May 10 in the area of 10th and Walnut streets.

Disorderly conduct – Police charged a 32-year-old man after an incident at 5:31 a.m. May 11 on the 200 block of South 4th Street.

Harassment – Police charged a 44-year-old man after an incident on May 18 on the 600 block of Walnut Street.

Public drunkenness – Police charged a 43-year-old man after an incident at 12:52 a.m. May 17 on the 200 block of Arnold Street.

Open container – Police charged a 50-year-old man after an incident at 1:57 p.m. May 20 on the 00 block of North 12th Street.

Trespass, scattering rubbish – Police charged a 50-year-old man after an incident at 6:06 p.m. May 21 on the 100 block of North 16th Street.

Harassment – Police charged a 52-year-old man after an incident at 2:09 p.m. May 23 on the 700 block of Maple Street.

Retail theft – Police charged a 51-year-old woman after an incident at 2:25 p.m. May 24 on the 800 block of South 12th Street.

Disorderly conduct – Police charged two juveniles after an incident at 4:26 p.m. May 24 on the 1300 block of Penn Street.

Public drunkenness – Police charged a 32-year-old woman after an incident at 11:37 p.m. May 24 on the 00 block of Cumberland Street.

Public drunkenness – Police charged a 34-year-old man after an incident at 2:46 a.m. May 25 on the 900 block of Cumberland Street.

Disorderly conduct – Police charged a 29-year-old man after an incident at 9:11 a.m. May 25 on the 600 block of South 6th Street.

Harassment – Police charged a 27-year-old man after an incident at 11:56 a.m. May 29 on the 400 block of Arnold Street.

Open container, public drunkenness – Police charged a 54-year-old man after an incident at 4:43 p.m. May 29 on the 100 block of Chapel Street.

Identity theft, drug possession – On June 4, police charged Joseph Gillespie, 55, with identity theft, theft by deception, possession of an instrument of crime, and possession of a controlled substance after an incident on the 500 block of South 10th Street.

Jackson Township

Vehicle accident – Around 5:57 a.m. May 28, a 2011 Ford Fiesta driven by a 31-year-old Lancaster man was traveling north in the 900 block of Hilltop Road when the driver failed to maintain control and the Ford exited the road and struck a stone residence. The driver was transported with a possible arm injury by the Myerstown First Aid Unit to Good Samaritan Hospital. The Ford was towed by Zimmy’s Towing. Police charged the driver with driving vehicle at safe speed and driving on roadways laned for traffic.

Lebanon County Regional

Disorderly conduct – At 9:55 a.m. May 18, police responded to Walmart in North Lebanon Township, where a 27-year-old woman created a disturbance and engaged in fighting behavior prior to police arrival and again with officers once they arrived. Police charged the woman with summary disorderly conduct.

Fleeing or attempting to elude a police officer, reckless driving – On May 11, police attempted to pull over a blue 2015 BMW X1 for an expired registration in the area of West Cumberland Street and the Lebanon Valley Mall trafficway in North Lebanon Township. The driver, later identified as Alfredo Rivera-Lugo, 34, failed to yield to the officer’s emergency lights and siren, fleeing at high speed before losing control of his vehicle at the intersection of South 20th and Chestnut streets. Rivera-Lugo fled from the car on foot before being apprehended. Police charged Rivera-Lugo with misdemeanor fleeing or attempting to elude a police officer, summary reckless driving, summary operation without official certificate of inspection, summary driving an unregistered vehicle, summary unlawful activities, and misdemeanor driving while suspended (DUI-related).

Confinement of dogs – At 9:21 p.m. May 31, police responded to the 1300 block of Meadowbrook Lane in North Lebanon Township, where a dog owned by a 56-year-old man was running at large and acting aggressively toward neighbors. This was reported to be a recurring issue.

Bench warrant served – At 2:54 a.m. June 2, police were at Rutter’s in West Lebanon Township and made contact with Carlos Rodriguez-Vazquez, 43, who was found to have a bench warrant from the Lebanon County Sheriff’s Department. Police took Rodriguez-Vazquez into custody and transported him to LCCB.

Drug possession – At 4:59 p.m. May 23, police were monitoring traffic on a Click It or Ticket detail and pulled over a vehicle with a suspended registration. The driver, Edmanuel Gonzalez, 34, was driving with a suspended driver’s license, had a warrant for his arrest and was found to be in possession of a controlled substance. Police arrested Gonzalez on the warrant and charged him with misdemeanor possession of a controlled substance and driving with a suspended license and registration.

Simple assault – At 9:18 a.m. May 4, police responded to Stover’s Dam in North Lebanon Township for an assault. An investigation revealed that Elijah Williams, 18, pushed a female to the ground, dragged her through the mud, and grabbed her by the neck and arm, causing injuries. Police charged Williams with misdemeanor simple assault.

Millcreek Township

Harassment – At 2:14 a.m. June 3 on West Main Street, a 36-year-old Newmanstown man struck a 39-year-old Newmanstown woman in the face, causing injury.

North Londonderry Township

DUI – At 1:29 a.m. April 14, police pulled over a white Nissan Rogue on West Main Street and Walmart Drive for failing to disable its high beams when approaching an oncoming vehicle and drifting back and forth within its lane. The driver, Jennifer Labanz, 61, of Bethlehem, was arrested on suspicion of DUI-drugs. Blood testing results confirmed that Labanz had a Schedule I controlled substance in her bloodstream while operating a vehicle. Police charged Labanz with DUI-controlled substance and use of multiple-beam road lighting equipment.

Retail theft – Police charged Jonathan Mena-Quezada, 28, of York, with felony retail theft for stealing almost $2,000 worth of flooring from Lowe’s in Palmyra in September 2023. A still-to-be-identified male assisted in the theft.

South Lebanon Township

Assault of a law enforcement officer – Around 8:22 p.m. May 26, police responded to a disturbance in the area of South 5th Avenue and Fonderwhite Road, where Julianna Mishoe, 22, became disorderly, resisted arrest, and spat into an officer’s face. Police arrested Mishoe on the scene and charged her with felony assault of a law enforcement officer, misdemeanor resisting arrest, and misdemeanor disorderly conduct.

Drug possession – Around 10:35 p.m. May 12, police pulled over a vehicle on the 2500 block of East Cumberland Street and found the driver, Mark Barr, 55, to be in possession of a controlled substance. Police charged Barr with misdemeanor possession of a controlled substance (methamphetamine) and summary driving while suspended.

Drug possession – Around 9:43 p.m. May 13, police pulled over a vehicle on the 700 block of East Walnut Street and learned that the driver, Joshua Mendoza-Fernandez, 20, was in possession of a controlled substance. Police charged Mendoza-Fernandez with misdemeanor possession of a controlled substance (THC oil), misdemeanor possession of drug paraphernalia, and summary driving while suspended.

Sale or transfer of firearms – On Jan. 6, Wade Regnell, 34, attempted to purchase a firearm from Shyda’s Outdoor Center while not being legally permitted to do so. Police charged Regnell with felony sale or transfer of firearms.

Drug possession – Around 11:14 p.m. April 4, police pulled over a vehicle along South 5th Avenue and learned that the driver, Shalimar Pellot-Bedillo, 29, was in possession of an illegal substance. Police charged Pellot-Bedillo with misdemeanor possession of a controlled or counterfeit substance (cocaine), misdemeanor possession/use of drug paraphernalia, summary driving while suspended, summary driving without a license, and summary restraint systems.

South Londonderry Township

Found property – South Londonderry Township police are in possession of a blue micro kickboard/youth scooter found behind the township building near the soccer field on June 3. The owner can contact police at 717-838-1376 and show proof of ownership.

Swatara Township

Simple trespass – Around 5:10 a.m. May 31, police responded to the 00 block of Red Bud Lane. A 59-year-old Jonestown woman reported that her daughter’s husband had been told he was not allowed on the property. The 39-year-old Jonestown man came to the property, walked around the house, and then drove through the yard when he left.

Union Township

Vehicle accident – At 10:27 p.m. May 29, a northbound 2017 Nissan Sentra struck a deer on SR 72 and sustained damage to the front bumper and hood. No injuries were reported. The Nissan was driven from the scene.

Western Lebanon County Regional

Public drunkenness – Around 12:37 p.m. May 31, police responded to Sheetz in Palmyra for a well-being check and located a 44-year-old man lying on the ground and heavily intoxicated. Police issued the man a non-traffic citation for summary public drunkenness.

Confinement of dogs/premises – Police charged a 49-year-old man with summary confinement of dogs/premises after police responded to the 200 block of West Plum Alley in Palmyra on May 18 for a dog attack. The man’s two dogs broke loose from the residence’s yard and bit another dog, causing it to sustain injuries.

Public drunkenness – On May 24, police responded to Sheetz in Palmyra for a report of a man who was intoxicated and yelling at customers. Police located the 38-year-old man stumbling in a parking stall with a beer in his hand. Police charged him with summary public drunkenness for being manifestly under the influence of alcohol.

Public drunkenness – Police charged a 50-year-old man with summary public drunkenness after an incident in the parking lot of the Wendy’s in Palmyra on May 25.

Retail theft – On May 11, police responded to Weis Markets in Palmyra for a non-active retail theft. Police identified Carla Bergami, 60, as the subject who, on April 24, took $216.98 worth of merchandise and left the store without paying. On May 27, a criminal complaint was completed, charging Bergami with misdemeanor retail theft.

Several Lebanon County police departments

Paul Miller’s Law – Lebanon County police departments remind motorists that Paul Miller’s Law, a statewide regulation aimed at preventing distracted driving, went into effect on Thursday, June 5.

This legislation, named in memory of Paul Miller Jr., who was tragically killed by a distracted driver, prohibits the use of hand-held cellphones and other interactive mobile devices while operating a motor vehicle. This includes, but is not limited to:

  • Making phone calls (unless using a hands-free system).
  • Sending or reading text messages.
  • Emailing.
  • Using social media.
  • Browsing the internet.
  • Playing games.
  • Taking photos or videos.

Key things to know about Paul Miller’s Law:

  • Hands-free is still allowed: You may still use your device if it is being used in a hands-free manner (e.g., Bluetooth, speakerphone, or dashboard mount).
  • Includes temporary stops: The law applies even when you are temporarily stopped at a traffic light, stop sign, or in a traffic jam.
  • Emergency exceptions: Use of a hand-held device is permitted to contact emergency services (911) or in situations to prevent injury to persons or property.
  • Grace period for citations: For the first 12 months, law enforcement officers will issue written warnings for violations. Starting June 5, 2026, officers will begin issuing citations, which carry a fine of $50 plus court costs and other applicable fees.

Pennsylvania State Police Jonestown barracks

DUI checkpoint – State police will conduct a sobriety checkpoint at an undisclosed location in Lebanon County in mid-June. The checkpoint will be selected based on locations with a higher number of DUI violations/crashes.
