Drug possession – On July 2, police charged Shalimar Pellot-Badillo, 29, with possession of drug paraphernalia after an incident on the 200 block of North 7th Street.
Retail theft, drug possession – On July 3, police charged Alexander Oquendo-Ortiz, 34, with retail theft, fleeing or attempting to elude police, possession of a controlled substance, and possession of drug paraphernalia after police responded to the 900 block of Church Street for a report of shoplifting.
Drug possession – On July 4, police charged Frank Dian, 50, with possession of a controlled substance and possession of drug paraphernalia after he was apprehended on the 400 block of South 8th Street on an outstanding warrant.
Retail theft – On July 4, police charged Mary Powell, 48, after responding to the 800 block of South 12th Street for a report of shoplifting.
Loitering and prowling at night – On July 6, police charged Brandon Tobias, 43, with loitering and prowling at night, criminal trespass, and public drunkenness after responding to the 00 block of South 11th Street for a report of an individual attempting to break into a home.
Drug possession – On July 6, police charged Cristopher Urbina, 26, with possession of a controlled substance, possession of drug paraphernalia, and public drunkenness after responding to the 300 block of North 7th Street for a well-being check.
Criminal trespass – On July 7, police charged Wanda Holden, 64, with felony criminal trespass after responding to the 00 block of North 7th Street for a report of a person breaking into a structure.
Fleeing or attempting to elude a police officer – On July 9, police charged Carlos Ortiz-Santiago, 24, with fleeing or attempting to elude a police officer, careless driving, and obedience to traffic-control devices after attempting to pull over a vehicle on the 1400 block of Cumberland Street.
DUI – On July 10, police charged Secundino Pena-Bautista, 60, with DUI-alcohol after an incident in the area of 4th and Lehman streets.
Lebanon County Regional
Harassment – On June 17, police responded to the 100 block of Country Club View Drive in North Cornwall Township for a domestic-related incident. Police charged a 29-year-old woman with summary harassment.
Neglect of animal – At 10:07 a.m. June 22, police responded to the 1800 block of Center Street in North Cornwall Township for a report of two dogs tied on the back porch without shade, food or water. Police found the dogs tethered to a porch post with short leashes, on a concrete slab in direct sunlight in 90-degree weather. Police made contact with the owner, a 31-year-old woman, to remove the dogs from their tethers and charged her with neglect of animal.
Harassment – At 8:42 p.m. June 27, police responded to Walmart in North Lebanon Township for an assault after a 20-year-old man slapped a woman in the face, knocking her to the ground, after verbally harassing her and her boyfriend for several minutes.
Retail theft – On June 28, Lebanon County Regional Police responded to assist Lebanon City Police, who had a subject in custody for theft. The 44-year-old man was found in possession of stolen merchandise from two retailers in North Cornwall Township. The investigation revealed that around 12:13 p.m. June 28, the man stole merchandise from TJ Maxx, and at around 12:21 p.m. June 28, he stole merchandise from the Kohl’s. Police charged him with retail theft.
Theft from a motor vehicle, criminal mischief – On July 1, police charged Isaac Oquendo, 18, with multiple counts of theft by unlawful taking (motor vehicle), theft from a motor vehicle, and criminal mischief after his involvement in several vehicle break-ins and attempted motor vehicle thefts through West Lebanon and North Lebanon townships.
Retail theft – On July 4, police responded to Walmart in North Lebanon Township for a reported retail theft. Police discovered that a 41-year-old woman stole merchandise valued at $136.20, took her into custody, and charged her with summary retail theft.
Disorderly conduct – On July 4, police responded to the parking lot of Furnace Court in North Cornwall Township for a disturbance and discovered a 54-year-old man had exited his residence and walked into the parking lot while screaming at a neighbor who was working on a car in the lot. The man felt the neighbor was too close to his car while working on the car, and he was screaming so loudly that other neighbors called to complain. Police charged the man with disorderly conduct.
Commercial motor vehicle inspections – One of the many services Lebanon County Regional Police provide to the businesses, citizens, and anyone else who passes through its jurisdiction is safer travel on its highways. The police department proudly conducts inspections on commercial motor vehicles that travel on its roads. The purpose of the inspections is to reduce accidents, especially fatal accidents, involving commercial motor vehicles.
When critical defects are found during an inspection, the vehicle is placed out of service, meaning it cannot be moved because it is a danger to the motoring public and needs to be repaired. Police also check drivers to ensure they are properly licensed and properly rested in accordance with federal regulations. Sometimes, police place drivers out of service until they get the proper rest or for other reasons.
During the first half of this year, 21 commercial motor vehicles were inspected, four of which were hauling hazardous materials. Only three inspections were conducted on trucks belonging to businesses from Lebanon. Out of 21 inspections, nine resulted in out of service (OOS), meaning the vehicle or the driver or both had serious violations needing immediate repair or attention for the safety of the motoring public; eight vehicles were placed OOS; and four drivers were placed OOS. A total of 80 violations were found during these inspections – ranging from a light being out to hazardous brakes to drivers who did not possess a valid CDL.
The pictures below show some of the violations found.
- Picture 1 shows a brake line that has been worn through by rubbing against another part. It has rubbed so much that it is worn through the reinforcement ply, which could lead to the hose bursting when brakes are applied, resulting in a loss of braking.
- Picture 2 shows a leaf spring, the suspension of the rear axle, and the main leaf is broken. This could lead to handling issues with the vehicle or even the part falling off the vehicle.
- Picture 3 shows an air hose that is bulging when the brakes are applied. This will lead to a blowout of the hose and loss of braking of the commercial motor vehicle.
- Picture 4 shows the brake hose leading to the glad hands (that connect to the trailer) is dry rotted, and the reinforcement plies are becoming frayed. This can lead to a blowout and loss of braking on the trailer.
- Picture 5 shows a brake chamber on the steering axle that has loose mounting bolts. This is very dangerous and affects the braking of the commercial motor vehicle.
- Picture 6 shows a group of wires that have been damaged or cut through. This causes shorts and could affect a number of functions or devices on the commercial motor vehicle.
- Picture 7 shows a brake chamber with a missing clevis pin, meaning the brake did not operate.
- Picture 8 shows a spare tire under a trailer that was not secured. This is dangerous because these tires bounce around and can easily come out.
North Londonderry Township
DUI – Police charged William Ehrgood, 76, of Annville, with DUI-highest rate and DUI-general impairment after an investigation at 2:59 p.m. June 11 on the 1300 block of East Main Street. Ehrgood’s BAC was 0.223% at the time of the incident.
Retail theft – Police charged a 19-year-old Lebanon man with summary retail theft. At 11 a.m. June 18, the man entered Lowe’s Home Improvement in Palmyra, selected a Dewalt Pro Tool Backpack valued at $109, and left the store without paying.
Vehicle accident – At 2:59 p.m. July 8, a crash occurred on Gravel Hill and Syner roads when a 64-year-old Annville woman lost control of her vehicle and landed in a ditch. No injuries were reported. The vehicle was towed from the scene. Police charged the woman with driving vehicle at safe speeds.
South Lebanon Township
Drug possession, driving while suspended – Around 1:14 p.m. June 2, police pulled over a vehicle along East Walnut Street and charged Eric Christaldi, 28, with misdemeanor possession of a small amount of marijuana, summary driving while suspended, summary operating vehicle without valid inspection, and summary driving on right side of road.
DUI – Around 1:32 a.m. June 8, police pulled over a vehicle along East Walnut Street and learned that the driver, Eric Sudbury, 32, was under the influence of alcohol. Sudbury’s BAC was 0.110% at the time of the incident. Police charged him with misdemeanor DUI-alcohol or a controlled substance.
Simple assault – Around 8:46 a.m. June 19, police responded to Fox Ridge Lane for a domestic dispute and learned that Alfonso Marrero, 24, threw a plastic air freshener at another person’s face, causing a laceration. Police charged Marrero with misdemeanor simple assault.
Driving while suspended – Around 12:43 a.m. June 25, police pulled over a vehicle along East Walnut Street and learned that the driver, Jason Schroll, 43, was driving while his operating privileges were under suspension for DUI. Police charged Schroll with misdemeanor driving while suspended, DUI-related, third or subsequent offense.
DUI – Around 11:36 p.m. June 25, police responded to a crash along Prescott Road and learned that the driver, Anthony Brown, 27, was under the influence of alcohol. Brown’s BAC was 0.203% at the time of the crash. Police charged him with misdemeanor DUI-highest rate of alcohol, 0.16% or greater, and misdemeanor DUI-incapable of safe driving.
DUI – Around 8:34 p.m. June 26, police pulled over a vehicle along State Drive and learned that the driver, Julie Warren, 33, was under the influence of alcohol. Police charged Warren with misdemeanor DUI-incapable of safe driving, summary limitations on driving on right side of road, and summary driving on right side of road.
Simple assault, drug possession – Around 9:11 a.m. June 27, police responded to East Walnut Street and Birch Road for a road rage incident and learned that Jesus Franco-Zavala, 18, brandished a realistic-looking Airsoft gun at the occupants of another vehicle. Police charged Franco-Zavala with misdemeanor simple assault and misdemeanor possession of drug paraphernalia.
Contempt for violation of order – On July 3, police responded to a residence along South Lincoln Avenue for suspicious activity and learned that Roy Craig Jr., 56, made contact with a woman at the home while an active Protection From Abuse order was in place. Police charged Craig with misdemeanor PFA-contempt for violation of order.
Western Lebanon County Regional
Retail theft – At 7:30 a.m. April 15, police responded to Sheetz in Palmyra for a retail theft not in progress and determined that a 13-year-old Palmyra male juvenile had stolen about $76.47 worth of merchandise. On June 29, a non-traffic citation was filed with MDJ Warner’s office, charging the juvenile with summary retail theft.
Breach of privacy, disorderly conduct – On June 22, police responded to Weis Markets in Palmyra for a suspicious person and learned that a man was caught looking underneath the stalls in a women’s bathroom while a woman was in a state of undress. After reviewing surveillance video footage and identifying the suspect’s vehicle, police identified the suspect as Robert Ebron Jr., 26, who was on Megan’s Law for a previous invasion of privacy charge. An arrest warrant was issued for Ebron on June 30, and with the help of Muhlenberg Township Police, he was taken into custody during a traffic stop. Ebron was transported to Berks County Central Booking, then transported to York County Prison for an active felony arrest warrant out of York for Megan’s Law registration requirements.
Confinement of dogs/premises, application dog license/fees – At 3:04 p.m. July 1, police were called in reference to two dogs that were running across state Route 934 on the 00 block of South White Oak Street in Annville. Police identified the owner of the dogs, a 38-year-old man, and charged him with two counts each of summary confinement of dogs/premises, summary application dog license/fees, and summary vaccination required, certificate and tag.
Bench warrant served, driving while suspended – Around 2:25 p.m. July 7, police pulled over a black Volvo XC90 on the 500 block of East Main Street in Annville and identified the driver as Nathan Behney, 30, who was operating the vehicle with a suspended driver’s license. Additionally, Behney had a bench warrant out of the Lebanon County Sheriff’s Department for failure to appear, a parole violation, with the original charge being fleeing and eluding. Police confirmed the warrant, took Behney into custody, and transported him to LCCB on the warrant. Police also charged Behney with summary driving while suspended.
New officer – Western Lebanon County Regional Police welcome their new hire, Officer Cory Allwein, to the department. He was sworn in before MDJ Warner on Monday, July 7.
