As e-bikes become an increasingly popular and eco-friendly transportation option, concerns about rider safety are growing in our city. Unfortunately, infrastructure and local regulations have not kept pace with the rapid rise in e-bike use—particularly in downtown Lebanon—creating potentially hazardous conditions for e-bike users, pedestrians, and motorists alike.

Many e-bike riders find themselves navigating streets shared with fast-moving vehicles or resorting to sidewalks that were never designed for motorized travel. Even where bike lanes exist, they are often narrow, shared with traditional cyclists, and sometimes obstructed by parked or turning vehicles. The lack of clear rules—and limited enforcement—around speed limits, helmet use, and rider education only adds to the risks.

To help make our streets safer and more accessible for everyone, the Lebanon Valley Bicycle Coalition offers the following guidance for navigating shared-use roadways in Lebanon:

  • E-bikes are permitted on public roads and in designated bike lanes.
  • E-bikes are not allowed on sidewalks.
  • Only Class 1 e-bikes (pedal-assist, no throttle, max speed of 20 mph) are allowed on the Lebanon Valley Rail Trail.

General safety reminders for e-bike riders

Obey all traffic laws, signs, and signals.

E-bikes must follow the same rules as traditional bicycles in Pennsylvania. This means:

    • Stop at red lights and stop signs
    • Yield when required (e.g. at crosswalks or yield signs)
    • Ride in the same direction as traffic, not against it
    • Treat your e-bike like a vehicle when on the road—it keeps everyone safer and avoids confusion.

    Visibility is crucial, especially at night or in poor weather.

      • PA law requires a white front light and a red rear reflector or light when riding between sunset and sunrise.
      • Add reflective tape or wear bright clothing to increase visibility.
      • Consider flashing rear lights or helmet-mounted lights for extra safety.
      • Use lights and reflectors when riding at night

      Use hand signals when turning or stopping.

      Letting others know what you’re doing helps avoid collisions.

        • Left turn: Extend left arm straight out
        • Right turn: Extend right arm straight out (or left arm bent upward)
        • Stopping or slowing: Extend left arm downward

        Yield to pedestrians in crosswalks and shared spaces.

        • Pedestrians always have the right of way.
        • Slow down in busy areas like parks, trails, and downtown sidewalks 
        • Be ready to stop for people crossing at intersections or trail crossings.
        • Give an audible warning (like a bell or “on your left”) when passing someone on a path
        • Yield to pedestrians in crosswalks and shared spaces

        Safety is important.

        • WEAR A HELMET. Even if not required by law, it’s one of the most effective ways to prevent serious head injury.
        • Check your brakes regularly. E-bikes are heavier and faster than regular bikes, so stopping distance matters.
        • Charge safely. Only use manufacturer-approved chargers, and never overcharge or store your battery near heat.

        As our community continues to embrace active and sustainable transportation, it is vital that we match that growth with thoughtful infrastructure, clear policies, and public education.

        With cooperation and awareness, we can ensure that Lebanon becomes a safer, more bike-friendly city for everyone.
