Plans for a culvert preservation project along U.S. Route 322 (Horseshoe Pike) over Killinger Creek are on display online for public review.
The project, which lies just over a mile east of Campbelltown in South Londonderry and South Annville townships, is currently in the design phase, and construction work is anticipated to begin next summer and last approximately three months. Cost is estimated to be $188,055.
“The purpose of this project is to preserve the existing culvert and provide a continued safe and efficient crossing of Route 322 (Horseshoe Pike) over Killinger Creek,” the Pennsylvania Department of Transportation announced in a press release on Aug. 19.

The existing structure is a single span, 9-foot, 10-inch by 3-foot reinforced concrete box culvert built in 1950, PennDOT explained. According to the project description, “There is visible deterioration that exists throughout the structure, and the latest inspection performed on 07/19/2023 resulted in a condition rating of 5, which is fair.”
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project. A digital version of the project plans and information is available to view online, with public comments accepted through Sept. 19.
Recommended structure preservation work associated with this project, according to the release consists of:
- Scour remediation and superstructure concrete repairs
- Pressure grouting undermined portions of the culvert
- New aprons and rock lining at the culvert inlet and outlet
- Wing wall concrete repairs
- Culvert barrel crack and concrete repairs
Additionally, there is an existing passing zone within the project limits that will be removed as part of this project, including associated signing and pavement markings.
This section of Route 322 has an average daily traffic volume of 12,840 vehicles per day, the release noted.
According to the PennDOT release, the first phase of construction will be to install new centerline pavement markings and remove the existing passing zone, including associated signing. Traffic will be controlled using flaggers and short-term work zones. The second phase of construction will be to perform the culvert preservation activities, which will be completed during long-term shoulder closures. Due to sufficient width of the existing travel lanes and shoulders, both the left and right shoulders can be closed simultaneously.
Overhead utilities are present at the site, and de-energization or relocation may be required at the culvert, PennDOT said.
