The Cornwall-Lebanon school board unanimously agreed to adopt a Parameters Resolution to work with PFM Financial Advisors, with plans to enter a 2026 bond series not to exceed $50,000,000, during its monthly meeting April 20.
This follows a presentation from the group during the board’s workshop last week, which outlined the district’s outstanding debts and renovations plans.

As outlined by Moore, the district’s actual outstanding debt is $15,760,000 from four bond issues from 2017, 2023, 2024, and 2025, which total $80,090,000 of outstanding principle. The 2025 series will be layered on top of outstanding debt.
The board also unanimously agreed to pay $5,100,636.68 in Cedar Crest Campus Renovations Fund bills. The district is finishing up phase one of construction and beginning phase two, as well as undergoing stadium renovations.
In presentations, the board honored the following students:
- Students of the Month Xen Donten and Eliza Kase of Cedar Crest High School.
- Ebenezer Elementary School Student of the Year Delanie Spotts.
- Cedar Crest Middle School Student of the Year Lyla Custer.
- Students in the Future Business Leaders of America who qualified for states.
- Technology Student Association students from the high and middle schols who qualified for states.
- Ryan Brophy, student council representative, who provided the board with an update.
In other news, the board:
- Unanimously approved the following change orders for the Cedar Crest High School renovations:
- Lobar, $1,499.12, security film on office doors, existing wall roof parapet, and a credit for a fume hood.
- Jay R. Reynolds, $33,633.65 credit, deletion of air compressor.
- North Bay Mechanical, $43,493, phase 2 piping replacement.
- The Farfield Company, $65,694 credit, changes orders for several small items and a $90,000 credit for material substitution.
- Detwiler Roofing, $8,529 for flashing between metal roof.
- (Stadium renovations) NCI Construction, $27,684, rock retaining wall, additional railing on ramp to the concession stand, thumb locks changed to keyed locks.
- Unanimously approved several updated policies, revised to reflect current practices.
- Unanimously approved a one-year contract with Siemens Industry for HVAC automation and maintenance at Cornwall, South Lebanon, and Union Canal elementary schools, Cedar Crest High School, the Falcon Connector Building, and the stadium.
- Unanimously approved a contract with Executive Printing for design, printing and mailing of the 2026-27 school calendar for $14,011.
- Unanimously approved the Lancaster-Lebanon IU13 general operating budget.
- Unanimously approved the 2026 English Language Development summer camp, paid for with the Title III Federal Supplemental Program.
- Unanimously approved various Sunday use of facilities requests.
- Unanimously approved a list of auxiliary organizations for 2026-27.
- Unanimously approved athletics event and aquatics staff hourly rates for 2026-27.
- Unanimously approved the healthcare operating fund for July 2025 through February 2026.
- Unanimously made personnel decisions, including resignations, requests for leave, and new hires.
- Unanimously approved Barley Snyder as school solicitor for the 2026-27 school year.
- Unanimously approved Sweet, Stevens, Katz, & Williams for special education representation during the 2026-27 school year.
- Unanimously approved the doctor and dentist for the 2026-27 school year.
- Unanimously approved the food service fund operating statement and bills.
- Unanimously approved the extended school year program for the summer.
- Unanimously approved credit reimbursements of $23,043.01.
- Unanimously approved minutes for its March 16 meeting.
- Unanimously approved payment of the bills and the treasurers report.
- Held an executive session to discuss personnel matters.

The Cornwall-Lebanon school board holds a work session the second Monday of each month and its regular meeting the third Monday of each month, both at 5:30 p.m.
