North Londonderry Township supervisors unanimously gave conditional approval Monday, June 15, to land development plans for Phases 3 and 4 of the Winding Creek housing project.
Winding Creek is a 55-plus community on Killinger Road, according to township manager Mike Booth. Booth told LebTown after the meeting that Phases 1 and 2 of the housing project are currently under construction.
The plan received conditional approval because the clean letter for it had not yet been received.
It was noted a verbal clean letter was formally provided for the stormwater plan related to the project and receipt of that documentation was pending, so supervisors added the conditional clause to their acceptance of the land development plan.
In a separate approval related to this project, supervisors also agreed to accept a park and recreation agreement from Winding Creek in the amount of $102,000 from the developer in lieu of 68 equivalent development units for Phase 3 only.
“The developer is required to provide money, $1,500 per lot, and there are 68 lots for Phase 3” in lieu of providing recreational amenities, Booth told LebTown after the meeting. “It’s not for General Fund use. It has to be used for recreation, so we will spend it on our trails around the township and on our recreation facilities.”
Other township business
In other business, supervisors voted unanimously to:
- Agree to close the 800 block of West Elm Street on Aug. 1 from noon to dusk for a block party. Although the original request called for the street to be closed until 9:30 p.m., the time for the closure was amended to dusk based on a recommendation from township police.
- Accept the Conrad King sewage facilities planning module and the final subdivision plan with the sewage facility planning modules for a housing subdivision for a single unit on East Ridge Road.
- Receive the Park & Recreation report, including some cleanup at and renovations to Ridge Road Sports Complex. A new fence was installed along the north side of the parking area, old broken items that were trash were collected and removed, and some areas of the complex were paved.
- Announce that the library’s book sale runs from July 11 to 16 at First United Methodist Church, 520 E. Birch St., Palmyra.
- Accept the May treasurer’s report.
- Approve the May police report.
- Pay May invoices.
- Approve their May 18 meeting minutes.

The next meeting of the North Londonderry Township supervisors is Monday, July 20, at 7 p.m. in the municipal building at 655 E. Ridge Road, Palmyra.
