The North Cornwall Township Board of Supervisors approved the preliminary and final land development plans for the Lebanon Valley Exposition Center expansion at its June 16 meeting.
Construction of the Lebanon Valley Expo Center expansion is set to begin immediately following the Lebanon Area Fair, scheduled for July 25 through Aug. 1. Chad Smith of Steckbeck Engineering, representing the expo center at the meeting, said the addition features an approximately 15,500-square-foot arena with a 4,000-square-foot area of interconnectivity from the new hall to the main building. A new parking lot will be added.
A 9,600-square-foot Pig Hall is also planned, with construction on that portion anticipated to begin in two years.
Supervisors approved a $1,139,000 letter of credit for the project and approved all four requested waivers relating to curbing and stormwater basins and slopes.
Additionally, supervisors heard and approved the final land development plans for phase two of Meadow Lane Farms, located along South 22nd and Walnut streets. Phase one of the 185-acre residential development by Richmar Builders is nearing completion, with only a few lots remaining.
Supervisors also approved a financial security agreement, a sewer extension, and a waiver request to follow manufacturer standards for stormwater pipe trench widths rather than PennDOT requirements of 24 inches on either side of a pipe.
In other business, supervisors:
- Approved payment of $51,354.86 to JEV Construction for the Dairy Road Pump Station. Township manager Justin Thompson said final payment for the project will likely be issued in August.
- Held public hearing for the process of cable franchise renewal with Comcast. Chairman Mike Wahmann noted this does not give a cable provider exclusive rights within the township, but merely allows them to use the township right-of-way to provide service options. Other cable networks or companies are permitted to provide service within the township.
- Discussed and decided to apply for a Community Development Block Grant toward future improvements to the Neversink Volunteer Fire Company station.
- Denied a request from a resident to waive stormwater management for a proposed building on a vacant Center Street lot.
- Heard an update from Neversink Fire Company, which responded to 34 incidents in May, bringing the total for January through May to 179 incidents.
- Heard an update from Lebanon County Regional Police Department, which reported 1,463 calls of service and 1,238 full reportable incidents for May. North Cornwall Township represents 43% of their total call volume, with North Lebanon Township at 48% and West Lebanon Township at 9%. Lt. Paul Savini noted Paul Miller’s Law, which bans the use of handheld devices while driving, became enforceable by citation as of June 6. Enacted on June 5, 2025, the law was enforceable only by penalty of a written warning for the first 12 months.
- Wahmann announced conversations about merging Lebanon County Regional and Western Lebanon County Regional police departments have been suspended, as it was mutually agreed to not be the right fit for this time.
North Cornwall Township supervisors meet at 330 S. 18th St. on the first and third Tuesday of each month at 6 p.m. Their next meeting is July 21, as there is only one meeting in July.
