The North Cornwall Township Board of Supervisors received an update on the Walden Road bridge replacement at their July 21 meeting.
While the original goal had been for the project to be completed in 2026, engineer Steve Sherk said that is unlikely due to several factors, including an outstanding issue with a UGI gas line and the need to have adjoining landowners sign agreements as the new structure will encroach beyond the existing right-of-way.
Since in-stream work in a trout stocked waterway like Snitz Creek is prohibited Feb. 15 through June 1, Sherk said a realistic start date for the bridge would now be June 2027.
Supervisors discussed whether to bid the bridge project through COSTARS, the state’s cooperative purchasing program, or as a standard construction project.
Supervisors granted a time extension through June 30, 2027, to developers of the 1.94-acre property at 2040 Quentin Road instead of their original request for an extension through Dec. 31, 2027. The approval included the addition of an amendment to the developer’s agreement to indicate that Erosion and Sedimentation (E&S) controls must be maintained properly, and the property must be maintained within compliance of tax ordinances.
“I drive by that area twice a day, and it is an eyesore. Their E&S controls are no longer there,” said vice chairman William Yeagley. “My concern is let’s get the thing looking half decent.”
Five-year permits were initially issued in 2018 following a land-development approval process for a new 6,013-square-foot retail space and adjacent 2,658-square-foot restaurant.
In other business, supervisors:
- Approved an expenditure of $5,000 for the Regional Fire Commission. Yeagley said the committee needs outside expertise in the process. They met with a consultant who has worked with similar fire company mergers in central Pennsylvania and has a layout for next steps. The donation request to each municipality is to start the process, but a grant application is also in progress to cover some or all of the consultant expense.
- Approved payment 16 of $248,988.50 to JEV Construction for the Dairy Road Pump Station project. Township manager Justin Thompson said he anticipates the final payment to be made at next month’s meeting. Supervisors also approved a resolution for the sale of a generator from the old Dairy Road Pump Station.
- Approved a right-of-way acquisition plan for the 22nd Street bridge project.
- Approved a sign ordinance waiver request for Moyer Mazda to reduce the minimum from the corner of the building from 10 feet to 4 feet 2 inches.
- Approved a financial security reduction of $625,275 for the Isabel Drive sanitary sewer replacement project by Springwood Development Partners.
- Approved an LSA grant cooperation agreement for Neversink Fire Company.
North Cornwall Township supervisors meet again at 6 p.m. Aug. 4 at 330 S. 18th St. Meetings are open to the public.
