West Cornwall Township supervisors voted unanimously Monday to hold the property tax rate at 1.25 mills as part of their approval of a draft 2024 budget.

The proposed budget also includes hiring a township manager to manage and direct the township’s day-to-day operations, said supervisor David Lloyd, who presented the draft budget.

“We’ve talked about this position for quite some time,” Lloyd added. 

The 2023 budget included a line item of $100,000 for the salary of a township manager, according to the draft 2024 budget.  

“We anticipate the manager will handle some of the work that’s starting to build up and some of the duties that are becoming more and more cumbersome,” supervisor Dennis Tulli explained in a telephone interview Tuesday. “I doubt the position will be full-time.”

In other business, supervisors appointed Lloyd, Tulli, and planning commission member Kim Juliani to represent the township on the updating of the Cornwall-Lebanon Regional Comprehensive Plan that outlines and guides growth and development of the five municipalities of the Cornwall-Lebanon School District. 

Those municipalities are Cornwall Borough and North Cornwall, North Lebanon, South Lebanon and West Cornwall townships. Only three of those – North Cornwall, North Lebanon and South Lebanon townships – adopted the original plan in 2013.

All five municipalities have agreed to participate in discussions to update the regional plan, West Cornwall Township engineer Jeff Steckbeck said Tuesday. 

Those meetings will be open to the public and will be at 6 p.m. on the third Wednesday of the month starting in January 2024.

Steckbeck also told supervisors that Quentin Associates LLC has not yet filed an application for conditional use for the 46.3-acre site at the intersections of state routes 72 and 419. Once the application is filed, a public hearing can be scheduled.

West Cornwall Township supervisors meet at 73 S. Zinns Mill Road on the second Monday of each month at 6:30 p.m. The next meeting will be held Dec. 11. These meetings are open to the public and do not require registration.
