West Cornwall supervisors may rent new parking spaces

West Cornwall Township’s property at 67 W. Main St. has a new look — paved parking areas with 24 spaces for automobiles and two spaces for motorcycles.

With the paving and striping completed, supervisors must now determine what kind of rental program to implement. One possibility is leasing the parking spaces to local businesses in Quentin, said David Lloyd, board chairman, at Monday’s meeting.

This would be similar to Lebanon city’s 9th Street lot, where spaces are leased for public parking so are not metered.

Supervisors have asked township solicitor Eric Gibson to draw up some examples of lease contracts, Lloyd said in an email Tuesday.

In May 2024, the township bought the historic property at the corner of Zinns Mill Road and state Route 419 in Quentin. The half-acre property includes a stone building that at one time was a livery stable and blacksmith.

At the time of the purchase, supervisors had noted the availability of front and back areas that could provide much needed parking for businesses and their customers and potentially for Quentin residents as well.

But before paving could occur, sidewalks and curbing had to be added to the corner property — and that work finished in December 2025.

“We’re working on the parking,” Lloyd said at the meeting.

Supervisors also are working on a draft ordinance to regulate transient businesses such as food trucks and pop-up retail tents. The township’s current peddling ordinance is designed more for door-to-door sales and is issued by Cornwall Borough police, said township solicitor Eric Gibson.

He gave supervisors a draft Monday that would require food trucks and seasonal retail stands to apply to the township manager for a permit that would have renewal limits to prevent a permanent structure.

“We need to look at this and give Eric direction next month,” Lloyd said.

Township engineer Jeff Steckbeck reported that Wawa in Cavalry at Quentin could start site work within the month, and that a land development plan for Lebanon Federal Credit Union’s new headquarters building, a branch bank, and parking facilities will be submitted later this month.

RGS Assocates, which is developing the entire Cavalry at Quentin site, has enquired about adding a car wash on the remaining vacant lot, Steckbeck added.

In other business, supervisors awarded contracts to:

• Kresge Excavating to replace a storm drain on Gretna Avenue. Kresge had the low bid of $11,200.
• Wiggins Paving to modify curbing on South Zinns Mill Road to address a stormwater drainage issue. Cost of $7,714.
• Kresge Excavation to replace a culvert at Mount Gretna Fire Company. Kresge had the low bid of $23,380.

West Cornwall Township supervisors meet at 73 S. Zinns Mill Road on the second Monday of each month at 6:30 p.m. The next meeting will be held Monday, Sept. 14. These meetings are open to the public and do not require registration.
