At the Aug. 11 meeting, Palmyra Borough Council unanimously approved Resolution 2026-27, appointing Christine L. Donough as borough administrator/treasurer with a starting hourly salary of $37.
She will serve at the board’s discretion until Monday, Jan. 3, 2028.
“Thank you. I’m excited and very grateful for this opportunity, and I look forward to working with all of you,” Donough told the board.
The board unanimously approved adjusting salaries for employees making $28.92/hour to $31.20/hour, $26.45/hour to $28.45/hour, and $21.81/hour to $23.81/hour, and transferring $2,006 from the assistant manager salary to the wages for the purpose of realigning salaries to meet additional job responsibilities within the general fund.
The board approved reducing the financial security from $445,180.83 to $327,709.55 for the East Ridge Road – Melrose phase #2 land development plan, based on RETTEW’s letter dated July 31.
Council member Beth Shearer engaged in a discussion with assistant borough manager Brenda Pera regarding the financial security reduction process prior to the vote and ultimately voted in opposition to this third reduction.
In other news, council unanimously voted to:
- Approve the July 28 meeting minutes.
- Approve the president’s report, which included a reminder for residents to pick up their dogs’ feces and to “be a friendly neighbor.”
- Approve the mayor’s report, which included a recap of the 250th anniversary parade and a thank-you to the board for its guidance.
- Approve the public works department, which included:
- An interest in highlighting the borough’s parks, some of which Pera said unfortunately are “the best kept secret.”
- An effort to remedy issues from the municipal building’s generator not turning on during a power outage this past Saturday caused by telephone pole replacement.
- A notice that the borough engaged in a discussion with a resident on East Pine Street to make them aware of their financial responsibility for sewer system issues associated with their behavior.
- An introduction to the subsurface and stormwater investigation report by ARM Group LLC, the result of spent ARPA funds.
- An update that the preventative maintenance is being completed on traffic signals in the borough.
- Approve the borough manager’s report, which included switching the cellphone plan from T-Mobile to Verizon and adding a third iPad on the plan for borough manager Kim Kaufman as he recovers from surgery, which is still cheaper than T-Mobile’s price.
- Approve the financial report, fire department/EMS report, Western Lebanon County Regional Police Department report, planning commission report, solicitor’s report, and zoning and codes enforcement report.
During the special visitors portion of the meeting, Angelina Marko thanked Palmyra Borough for not only being one of 10 municipalities that sponsored the 250th anniversary parade but also being the only municipality that showed up to the parade.
